Project Coordinator - Development Marketplace Investment Platform Proj

The Development Market Place Program of the World Bank Institute is a competitive grants program that assists Social Enterprises (SEs) expand supply of public goods and services to populations in the bottom three deciles of a developing country’s income distribution. DM assistance is targeted at operational high social impact SEs that need growth finance to expand/scale/replicate their existing operations in a financially sustainable manner. The objective is to place SEs as the third development arm, along with the public and commercial private sectors. The long-term goal is to catalyze the creation of financial intermediation mechanisms that support growth of Social Enterprises using a blend of grant, concessional and commercial capital.

DM grants are used by SEs to prepare for mobilization of growth finance for meeting fixed investment and working capital requirements from a range of funders across the risk-return continuum ---- philanthropies, high net worth individuals, aid agencies, impact investors, angel investors, early stage venture funds, social investment funds, financial intermediaries and capital market investors. SEs use the DM grants to debug and refine business models and address the concerns of potential funders that, if addressed, could increase the likelihood of achieving financial close for funding expansion/replication.

DM identifies potential SE grant beneficiaries via a combination of two selection mechanisms ---- competitive call for grant proposals and SE referrals by DM partners who have either already completed some amount of due diligence of the financial viability and growth prospects of Social enterprises or have generated a pipeline of “near finance ready” projects.

DM works with global and national private and public funders who are interested in funding the social enterprise sector. As part of this collaboration DM also uses its grants to catalyze in developing countries the emergence of a local eco-system that enables easier access to growth finance and provides a financial conveyor belt to enable the SE to continuously expand its operations. And, equally importantly, a local eco-system that enables, in a sustainable and low cost manner, access to business solution and organizational capacity building services necessary for expanding operations. Core to this objective is DM strategy of using grants to build financially viable local intermediation capacity to originate, assess and fund scalable social enterprises and coordinate delivery of capacity building and mentoring services to social enterprises.

The current regional focus of DM operations is South Asia, East Africa and the Middle East. Starting from Fiscal Year July 1, 2012 DM has programmed a significant expansion in its operations in these regions. The Senior Social Enterprise Development Specialist will be a key senior member of the DM team in implementing the expansion strategy
