The Energy Sector Management Assistance Program (ESMAP) is a multi-donor trust fund program administered by the World Bank (Bank) and located in the Bank’s Sustainable Energy Department. ESMAP is currently supported by 10 bilateral donors and the World Bank. ESMAP’s mission is to assist client countries in increasing their know-how and institutional capacity to achieve environmentally sustainable energy solutions for poverty reduction and economic growth. ESMAP is one of the largest sources of grant funding for economic and sector work in the energy practice of the Bank. ESMAP’s products have included energy sector strategies and assessments, advisory and analytical work, technical assistance, knowledge products, pilot projects, and training. ESMAP’s FY2008-2013 Business Plan focuses on three inter-related global energy challenges: energy security, energy access, and climate change. (For more information, please visit www.esmap.org.

In late 2008, ESMAP launched the Energy Efficient Cities Initiative (EECI), to help integrate and scale-up energy efficiency actions in the urban sector. EECI includes analytical work as well as operational support for the Bank’s urban investment operations. Specific components include: (i) development of analytical tools and guides to help cities understand their energy use patterns and options; (ii) database of case studies to share emerging approaches and lessons; (iii) advisory services for the Bank’s urban and transport investment projects; and (iv) outreach and dissemination. An emphasis is also placed on creating strong partnerships with other entities, both within and outside the Bank , to help EECI realize its goals.
