BACKGROUND


The Director Finance, Asia is a senior member of the Asia Regional Senior Management Team. She/he has a key leadership role to play, together with the Deputy Regional Director Programme, Asia and the Director Human Resources, Asia to support the Regional Director in ensuring that the organisation is efficiently and effectively managed and further developed to pursue IUCN’s mission in the Asia Region in as sustainable manner as possible.

The Director of Finance works with the Regional Director and with the technical guidance of the Chief Financial Officer, to design, develop, resource, and maintain oversight of financial activities in Asia.

SPECIFIC DUTIES AND RESPONSIBILITIES

The Director of Finance will oversee the management of the financial resources of IUCN in Asia, enabling the sustainable achievement of IUCN Asia programme results. The positions will ensure a high level of financial control within the region and ensure that IUCN policies and best practices in financial management are implemented in the Region.

1. Financial planning, budgeting and reporting
1.1 Develop and oversee the implementation of a comprehensive financial management plan that will support the efficient and effective delivery of the IUCN Asia Program.

1.2. Coordinate the annual budgeting process across the region as well as any other financial plans and forecasts, as well as the necessary management reports.

1.3. Prepare financial management reports to track performance against budget and report the results to the Asia Regional Directorate and IUCN Headquarters in Gland, Switzerland.

1.4. Ensure the accuracy and completeness of financial reports to donors, partners and internal stakeholders.

2. Financial advice
2.1 Provide advice to the Regional Director, Programme Heads and Heads of Country Offices on all financial matters, including making recommendations for improving efficiency and optimizing the use of financial resources.

2.2 Provide advice on the tax status of IUCN offices in the Asia Region and the applicability of national taxes to staff and operations and assist offices in ensuring compliance with tax laws and regulations.

2.3 Oversee the activities of the Regional Operations Unit, providing direction and guidance in the development of systems and procedures to support programme delivery in accordance with donor guidelines and IUCN policies and procedures.

2.4 Provide or coordinate finance training for project managers and other staff with the regions

3. Financial control, risk management and compliance
3.1 Ensure that an internal control framework is in place across the region, and that processes are in place to ensure compliance with established procedures.

3.2 Ensure the completeness and accuracy of financial data across the region through the establishment of checklists and monthly reviews of financial data for all country offices.

3.3 Participate in the development of global and regional financial policies and procedures.

3.4 Assist in the identification and management of financial and other risks across the region through preparation of regional and country risk registers and the providing advice at Country, Regional and HQ level.

4. Staff management, development and support
4.1 Manage the performance and professional development of finance staff in the Asia Region.

4.2 Provide support to finance staff in the region on systems, processes, procedures and technical accounting matters.

4.3 Contribute to the development of a high quality team of finance staff in the region through participation in recruitment, evaluation and career development.

5. Cash management and resource mobilisation
5.1 Manage the cash resources of the region ensuring that resources are optimally utilized and that exchange rate risk is minimized.

5.2 Provide advice and assistance in any resource mobilization initiatives.

6. Carry out any other relevant tasks as required by, and mutually agreed with, the line manager.

REQUIREMENTS


• At least 10 year’s experience in a senior management position in an international environment.

• Current membership of an internationally recognized professional accounting and/or auditing body (ICA, CIMA, CPA Australia, AICPA etc) is essential. Further post graduate qualification in finance or related fields will be favourably considered.

• Knowledge of all aspects of international financial management.

• Experience of handling a cross-cultural work force in a multi cultural, multi disciplinary setting.

• Extensive work experience in Asia.

• Cultural awareness and sensitivity to gender issues.

• Excellent managerial, analytical, interpersonal, negotiating and team building skills.

• Ability to work under pressure, deal tactfully with sensitive issues.

• Willingness to maintain a balance between the operational demands and the strategic aspects of the post.

• Demonstrated skills and practice in strategic planning, policy, performance & change management;

• Fluency in written & spoken English, computer literacy and willingness to travel frequently.

SALARY

The gross annual salary for this position is in the range from USD 71'950 to USD 89'937.
