Nam Theun 2 Power Company Limited

NTPC is the developer and operator of the Nam Theun 2 Multi-Purpose Project, a public-private partnership designed to generate electricity for export and for domestic use in Laos. Nam Theun 2 is structured as an industrial and a development Project, placing great emphasis on protection of the environment and sustainable social programmes to improve the livelihoods of people in the Project area, in Khammouane, Bolikhamsay and Savannakhet provinces.

URGENTLY REQUIRED

POSITION: Senior Nakai Program Manager

DIVISION: ENVIRONMENTAL & SOCIAL

DUTY STATION: Nakai District, Khammouane Province, LAO PDR


ROLES / JOB PURPOSE:

Guide, lead coach, and build capacity, as appropriate, within the Nakai Resettlement Office and Nakai District Administration staff to achieve an effective transition of duties and responsibilities for resettlement related activities through:

Planning, implementation and monitoring of the Nakai Resettlement Program, its activities and resources (human, financial and assets) in line with the Concession Agreement, the Annual Implementation Plan

Guiding the development of a strategic hand over process in partnership with the Nakai District Administration and other relevant stakeholders

Coaching the NRO team on the handing over process of the Nakai Resettlement Program to the local government agencies and resettlement communities

In order to reach livelihood targets of resettlers by 2014 and promote sustainable livelihood systems on the Nakai Plateau as defined in the Concession Agreement

KEY RESPONSIBILITIES

Management scope

Plan, facilitate and monitor the implementation of the remaining entitlements

Develop annual budgets and implementation plans

Ensure application of NTPC procedures on resource management

Develop managerial and technical capacities of NRO staff

Interact with experts, consultants and monitoring agencies during their missions on site

Produce weekly, monthly and quarterly management and progress reports

Institutional scope

Conceptualize the handing over process of the Nakai Resettlement Program from the NRO to district authorities/village communities while applying principles of good governance, Government of Laos policies and guidelines

Liaise with RMU and the district Governor to plan for a successful handing/taking over and a phasing out by the end of the resettlement period

Assist and advise local institutional capacity building (Village Forest Association, Reservoir Fisheries Association, Reservoir Management Secretariat, …)

Public Relation scope

Receive visitors and represent NTPC on Nakai Resettlement related events

Any other task as requested by the E&S director in relation to NTPC’s broader needs


QUALIFICATIONS

  • Bachelor or higher degree diploma in natural resource management or rural development studies
  • 15 years work experience in development field, proven track record in management, practical experience in a rural development context with a high degree of understanding of Government of Laos processes and procedure, experiences or familiarity with international safeguard standards preferably in a hydropower or mining context
  • Leadership, facilitator, negotiation and team player skills
  • Good command of English Language, Lao/Thai language skills are an advantage
  • Proficiency in MS office application including Word, Excel, Outlook, Power Point
