Summary:

Counterpart International is seeking a Director of Monitoring & Evaluation for the 5-year, USAID-funded Responsive Governance Project (RGP) in Yemen. The RGP goal is to strengthen government institutions and improve the delivery of public services while encouraging more citizen participation in the political process.

The position will be based in Sana’a, Yemen. The Director will oversee all program monitoring and evaluation activities, reporting and communications.

DUTIES & RESPONSIBILITIES:

• Design, develop and implement program monitoring and evaluation (M&E) systems according to Counterpart’s standard methodologies and in support of Counterpart’s Management and Information System (MIS), including the design and implementation of the M&E for the grants program;
• Lead analysis of collected data for assessment of progress against the program work plan and propose areas for improvement;
• Work with respective specialists and staff to monitor and evaluate partner activities and impacts under the RGP;
• Recruit, guide and supervise organizations that are contracted to implement special surveys, assessments and studies required for evaluating project effects and impact;
• Ensure that all grant agreements include specifications for monitoring, evaluation and reporting;
• Organize regular opportunities for identifying lessons learned and implications for the program implementation;
• Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed;
• Collaborate with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts;
• Guide the regular sharing of M&E findings with project staff, implementing partners and primary stakeholders;
• Guide staff and implementing partners in preparing their progress reports;
• Prepare consolidated weekly, monthly and quarterly progress reports for submission to Counterpart’s Headquarters, and, pending the Headquarters’ approval, to USAID and other stakeholders as needed;
• Stay well informed on civic and political issues and developments in Yemen;
• Organize and provide training in reporting for program and implementing partner staff, local organizations and primary stakeholders;

QUALIFICATIONS:

• University degree in Political Science, Sociology, Statistics or a related field;
• At least 5 years of professional experience in monitoring and evaluation, including monitoring and evaluation of programs, trainings with an international development organization;
• Experience working in civil society development programs in, including experience specifically in monitoring and evaluation of this sector;
• Strong computer skills, particularly with databases and MS office;
• Experience in the logical framework approach and other strategic planning approaches;
• Knowledgeable of M&E methods and approaches (including quantitative, qualitative and participatory);
• Significant experience with planning and implementing M&E systems;
• Demonstrated training experience in M&E development and implementation;
• Proven ability to facilitate learning-oriented analysis sessions of M&E data with multiple stakeholders.
