PATH’s Maternal and Child Health and Nutrition Program (MCHN) works to apply effective, innovative approaches to broadening access to and use of key maternal and child health and nutrition interventions that address the most pressing causes of maternal and child deaths, poor health, and poor nutritional status. PATH is committed to improving child health and development, focusing on interventions during pregnancy, labor and the postnatal period and for children, especially in the first two years of life.

PATH is seeking a Program Officer for Newborn Health to provide technical leadership in the area of neonatal health and survival to integrated, multidisciplinary teams within PATH's Maternal and Child Health / Nutrition global program. The Newborn Health Program Officer will provide technical support to several new newborn health initiatives and will be responsible for implementing the technical aspects of the newborn health components of PATH’s Maternal and Child Health / Nutrition projects in close collaboration with the project teams.

Efforts will focus on improving the availability, use, and quality of neonatal health services at the community and first, second and tertiary level facilities. She/he will provide technical assistance directly, determine the need for additional technical assistance in country settings, and spend as much as 25% time in the field. Working closely with team members, the incumbent will ensure that successes are documented and incorporated into other country initiatives. She/he will coordinate activities with stakeholders in country working on the same initiatives. This position is contingent on ongoing funding. Specific responsibilities include the following:

Specific responsibilities include:

  • Provide leadership and technical direction to implement, evaluate, and expand the availability and use of effective interventions to improve neonatal health and survival.
  • Manage the development of the neonatal advocacy approach and apply it as appropriate at the global, regional, and country levels to mobilize resources and policy program development.
  • Work closely with Project Directors and technical teams to develop and initiate strategies for community/first level interventions to achieve project objectives.
  • Provide training and technical assistance to country colleagues for implementation of essential newborn services.
  • Assist in identifying appropriate experts at partner organizations to provide technical assistance for the implementation of community-based/first level facility activities at the country level.
  • Ensure that evidence-based success and proven technologies are utilized to enhance provider services delivery and problem solving for health service delivery obstacles to newborn health.
  • Synthesize data on national, regional, and global level to inform the project and to provide guidance to donors on what works and what does not.
  • Participate in region-wide and country-level planning.
  • Liaise with national level counterparts and donors on newborn health issues.
  • Compile program implementation results for quarterly and annual reports and support program building efforts, including proposal development.
Required Skills
  • Demonstrated ability to work with other experts and host country staff from the public, private, and/or NGO sectors at both the community and facility levels.
  • Excellent communication, including writing and presentation skills, and interpersonal competence
  • Strong teamwork and team-building skills.
  • Fluency in the English language; French/Spanish highly desirable.
  • Able to travel internationally (travel estimated at 25-30% annually.)
Required Experience

Advanced degree (medical doctor/nurse/midwife) and clinical experience in newborn health care and a minimum of three years of experience in implementation and evaluation of newborn care programs in developing countries is required; or equivalent combination of training and education. Candidate must have experience working with donor funded activities. Resident experience in one or more developing countries for at least two years required. Experience with program management and supervision of multi-faceted, community and facility-based newborn interventions is desirable.
