The Australia Indonesia Partnership for Economic Governance (AIPEG) is an AusAID-funded project assisting Indonesia to undertake important economic and financial policy reforms. Norton Rose Australia, as the Australian Managing Contractor, is now seeking applications from a qualified professional for the following consultancy position in AIPEG.

Note that this position is initially for a 6-month term ending on 30 November 2012 with the likelihood that subject to an extension of AIPEG by the Australian Government, the role will extend for a further 3 years to 30 November 2015.

This position is part of AIPEG’s Senior Management. Extensive experience in Indonesia is required as the Senior Adviser will play a key role in developing new high impact activities, supporting existing programs to increase their policy impact, and building valued relationships across Indonesian Government agencies.

The successful candidate will be expected to have extensive experience in issues of public policy including fiscal policy, structural reform and economic growth as well as the capacity to engage in areas such as: international trade policy, public financial management, tax administration and policy, financial sector development, competition policy and/or state owned enterprise reform and be able to demonstrate the following qualifications, skills, attributes and personal qualities:

  1. An in depth understanding of a broad range of economic policies and strategies utilised by the Government of Indonesia.
  2. A strong capacity to identify public policy reform programs that will impact significantly on the performance of the Indonesian economic sector.
  3. Experience in high level government reform/change programs.
  4. An ability to effectively communicate with a broad range of internal and external stakeholders.
  5. Strong professional leadership skills and the capacity to advise senior executives of the Directorate (Echelon 2, 3 and 4).
  6. The ability to produce high quality reports in the English language.
  7. Formal qualifications in an area relevant to the services.

REMUNERATION:
The remuneration will be set within the AusAID Adviser Remuneration Framework (ARF) which can be found on the AusAID website (www.ausaid.gov.au). For the purposes of the ARF, the Senior Adviser position is designated as Discipline/Job Level ‘D4’.

Short-listing Questions
Applicants are required to submit a written response to the questions below. The response to each question should not exceed 500 words per question.

  1. What, in your view, are the key economic policy challenges facing the Indonesian Government for promoting inclusive economic growth? Drawing on your own experience, what kind of reforms could be considered to address these challenges and what are some of the key things that would need to be taken into consideration in advising the Indonesian Government in these areas?
  2. Some of the key obstacles to successful reform in Indonesia include issues of implementation capacity and coordination across multiple government agencies. Drawing upon specific examples, detail your own experience in addressing such challenges, particularly with relevance to the Indonesian context or similar.
  3. The economic policy agenda in Indonesia is increasingly focusing on microeconomic reforms but these are also politically more contentious. Drawing on your relevant experience, describe how a donor like AusAID can support reform in areas which are potentially politically contentious. How can aid be targeted, designed and delivered to maximise impact in such circumstances?
  4. AIPEG is funded under the Australian Government’s bilateral aid program, which in turn is part of an important bilateral diplomatic relationship. What are some of the key factors that you would be taking into consideration in working in this context? What would you see as some of the key advantages and disadvantages of working in such a context?
