The Supervisory Academic Exchanges Specialist directs the Office of Academic Exchange Programs in the Bureau of Educational and Cultural Affairs (ECA), at the U.S. Department of State, , Washington, D.C.. The Office of Academic Exchange Programs (ECA/A/E) administers the U.S. government's flagship international exchange, the Fulbright Scholarship Program for U.S. and foreign scholars and graduate level students worldwide, and other international academic exchanges such as the Global Undergraduate Program, Study of U.S. Institutes, and Critical Language Scholarships.

These academic exchange programs operate between the U.S. and over 150 countries to provide scholarships to 7,000 or more individuals annually. The programs are funded by Congress in the range of $300 million, as well as by foreign government and other financial contributions. Budget management is a significant element of the position. Fulbright scholarships are awarded through merit-based open competition. Around the world, the Programs may be affected by political instability, economic hardship, civil conflicts, security risks and fluctuating public attitudes toward cooperation between foreign countries and the U.S., necessitating resourceful and timely management response.

The Supervisory Academic Exchanges Specialist position oversees the work of the Office’s approximately 60 employees in the director’s office and in branch units that are responsible for programs in different world regions and thematic areas. All employees are located in Washington, D.C. The position coordinates with U.S. Embassy colleagues and Fulbright Commissions overseas and non-governmental cooperating agencies in the U.S.


Qualifications


-Develops, executes and monitors international academic exchange programs, ensuring that State Department, ECA Bureau and Congressional objectives, as well as U.S. Embassy and bilateral Fulbright Commission goals, are met and that programs are implemented in accordance with Fulbright-Hays legislation, the State Department’s Foreign Affairs Manual, and the policies of the J. William Fulbright Foreign Scholarship Board.

-Coordinates with leadership in the State Department's regional bureaus and at U.S. Embassies abroad.

-Develops programmatic responses to policies and priorities set by regional bureaus. Presents and speaks publicly and to the media on the intent, status, history, impact and future of exchange programs managed by the Office.

-Negotiates annual program and budget priorities and administrative issues with non-governmental cooperating agencies that work with the State Department on the programs. Specifies services required, monitors performance, and ensures that programs meet Bureau and Department objectives with the maximum levels of quality and efficiency.

-Manages budget planning process for the for the Fulbright and other programs in close consultation with the Deputy Assistant Secretary for Academic Programs and other elements of the Bureau of Educational and Cultural Affairs.

-Works to ensure that data on current participants and alumni is captured and used to assess the impact and enhance the effectiveness of the program.

-Works with ECA's Office of Policy and Evaluation to design assessments of academic programs and takes appropriate action based on results of evaluation.

-Liaises with and briefs members of Congress and Congressional Staff on status, impact and changes in Fulbright and other academic exchange programs.

-Designs, promotes, and nurtures sound, fair and non discriminatory managerial practices with respect to program operation.
