Objectives

The Corporate Services Vice Presidency (CSVP) comprises the Bank’s Human Resources, Information Technology, Institutional Services and Procurement, and Language Services Departments, as well as the Business Continuity Management. With its staff strength of about 300, CSVP administers the majority of the Bank’s operating and capital expenditures, and is responsible for supporting the Bank’s operational activities in a manner that is cost-effective, efficient, and fully aligned to best practices of International Financial Institutions. The Corporate Services Vice Presidency is also responsible for ensuring the implementation of an effective recovery and staff redeployment plan for Bank’s Operations in the unforeseen event of a disaster.

Duties and responsibilities

The Assistant will be an integral part of the Vice President’s Front Office and will work under the general oversight of the Adviser to the Vice President, while reporting directly to the Vice President. The Assistant will be involved in a range of functions that support the Vice President in the leadership and management of CSVP and his/her Front Office. A key element will be to support the ongoing and continuing transformation of CSVP. The Assistant will be responsible for the following duties and responsibilities:

  • Assist the Vice President and work with the Adviser in planning and preparing CSVP activities;
  • Monitor the delivery of commitments from CSVP’s Units, including commitments to the Boards, to Senior Management, and to Departments and Units within CSVP and across the Bank; and prepare reports on CSVP strategies, policies and performance;
  • Support the implementation of the CSVP reforms and change initiatives, through direct participation in key Working Groups;
  • Examine and respond to the concerns of staff members, in the strict observance of Bank’s rules and of confidentiality regarding their rights and working conditions; offer solutions in consultation with the Human Resources and Legal Departments, both in the interest of staff member and the Institution
  • Assist in the review of the fiduciary, judiciary controls, and governance framework related to CSVP operations;
  • Review matters related to corporate management, including contracts, and human resource issues, as well as procurement and information technology issues to ensure effectiveness and compliance with Bank Group Policies, rules, regulations, procedures, and fiduciary controls;
  • Assist the Vice President in Boards of Directors’ and other Committee meetings and ensure any needed follow-up action;
  • Schedule and coordinate all preparations for meetings of the CSVP management team, preparing reports/minutes of such meetings, and ensuring required follow-up action;
  • Prepare briefs and summaries for the Vice President’s participation to SMCC meetings
  • Liaise with other Front Offices through the Front Office Forum
  • Perform other ad hoc assignments as are requested by the Vice President in coordination with the Adviser.

Selection Criteria

  • A minimum of a Masters degree in Law, Economics, Social Science, or in a relevant discipline related to the responsibilities described above; demonstrated competencies in business administration or Information Technology will be an advantage;
  • Preferably a minimum of seven (7) years of relevant and progressive experience, acquired preferably from a reputable organization in the areas related to CSVP operations and their management; such experience should encompass management and support of the organizational transformation of CSVP; demonstrated skills on technical and logistical coordination, in support to Bank’s Operations, and handling of personnel issues especially in the unforeseen situation of crisis and emergency;
  • Demonstrated ability to achieve results; facilitation of synergy among staff within CSVP and with various Organizational Units across the Bank;
  • Integrity, efficiency and discretion in the handling of CSVP dossiers, most of them being of sensitive and confidential nature;
  • Ability to communicate and write effectively in English and/or French, with a good working knowledge of the other language; and
  • Competence in the use of Bank standard software applications (Word, Excel, PowerPoint, SAP), as well as web search and internet navigation.
