Commodities Manager , World Vision Tanzania

Ref No WVT/P&C/F12/64 Job Title: Commodities Manager Reports to: Senior Commodities Manager Location: Arusha

Purpose of the position:

To provide management and technical support to successful operation of the food commodities and GIK (Goods in Kind) program that is in compliance with FPMG (Food Programming Management Group) policies, manuals and reference guide and other international donors standards.

Major Responsibilities

• Provide technical support to all commodities programs/projects and ensure that they are managed and implemented as per WVI, FPMG and donor Standards and facilitate technical capacity training programs for the commodities staff • Provide technical support to non food commodities management. Establish/maintain effective communication, reporting and tracking of GIK received by WVT produce timely and accurate GIKs reports to WVT, stakeholders and donors and to other partners.

• Support Commodity Program Development by formulating food and non-food items proposals that are consistent with WVT Country Strategy, LEAP, FPMG and other donors standards • Facilitate commodity audits and follow-up implementation of audit recommendations. Ensure food commodities and GIK management performance is achieved and maintained at the expected standards • Work with respective Finance and Accounting Department to monitor budget expense control, review of financial expenditure against t budget line items and funds received from donors as per agreement with WVI and Donor • Provide oversight of the Commodity Tracking System (CTS) program, and ensure that the CTS is installed and fully operational in all locations to produce timely and accurate commodities reports (Commodities Status Report, Loss Status Report, Recipient Status Report, Narrative reports, Performance indicators, Commodities Summary Statement and Invoices to WVT, FPMG, donors and to other partners. for effective food tracking and inventory accounting system • Provide technical support in preparation of departmental strategies, annual operational plan, Proposal development, budgets, exit strategy and end of project evaluations/reflections • Review proposals from the commodity programs, donor agreements and quarterly/annual reports before submission to the donors and other partners. Ensure file for all (preparer, verified by and approved by) signed CTS reports and supporting ledgers, books and documents for easy access and review • Networking with donors, other stakeholders on commodities and GIK • Any other jobs assigned by departmental supervisor for over all projects/programs in the country

• Qualification required:

Minimum Qualification required: Degree in accounts, Economic Development, Agriculture, Commerce, Social science or Audits.

• Experience:

5 years of which 3 years in supervisory role

• Preferred: Experience in working with International humanitarian organization in the related field.

• Technical Skills & Abilities:

o Food and non food commodities management, safe storage practice, Food accounting, field surveillance, and on site food distribution monitoring. o Computer skills and knowledge in food accounting software and tools o Good communication skills in English and Kiswahili. o Familiar with UNWFP (United Nations World Food Program), USAID (United States Agency for International Development) and other international donors/partners standards, principals and regulations/obligations. o Proposal writing experience. o Experience in working with various donors funds/grants management o Detailed knowledge of food commodities management, emergency relief and disaster management/response and food commodities accounting/reporting.
