Credit and Loan Operations Specialist, Afghanistan

We are currently seeking a short-term Credit and Loan Operations Specialist for the ongoing USAID-funded Afghanistan Agricultural Credit Enhancement (ACE) program, which works with the Afghanistan Ministry of Agriculture, Irrigation and Livestock (MAIL) to provide credit to small commercial agricultural producers. The Credit and Loan Operations Specialist will assess current credit operations and propose improvements to loan processing and credit operations to ensure standardization, accuracy, compliance, efficiency and integrity of all credit operations. He/she will draft required policy and procedures manuals and tools and train staff in their application. This assignment will be based in Kabul, Afghanistan.

Responsibilities:

  • Review and map credit and loan processes from credit committee approval through to contracting, disbursement, payment and collections. Propose improvements and new functions to ensure quality, control and efficiency in credit and loan operations based on international best practices standards adapted to Agricultural Development Fund’s operating environment.
  • Draft operational policies and procedures and ensure they include all relevant legal and regulatory compliance requirements, including regulations of USAID, DAI, Da Afghanistan Bank, the Ministry of Finance and MAIL. (AML/KYC, anti-terrorism, etc.).
  • Draft job descriptions for each team member involved in credit operations.
  • Provide an overview training session to all ACE/ADF staff.
  • Conduct intensive training and coaching for ACE/ADF credit administration and operations staff on implementation.

Qualifications


Qualifications:

  • Advanced degree in finance, economics, agriculture or other relevant field is required.
  • Minimum five years of recent experience in bank or finance company operations management is required; 10 years of financial services experience preferred.
  • Knowledge of industry standard processes and technology.
  • Familiarity with Microbanker a plus.
  • Strong knowledge of accounting and internal control principles, operational risk evaluation and governance frameworks in financial institutions.
  • Strong analytical, problem-solving, facilitation and process-mapping skills.
  • Excellent communication skills, both verbal and written, and the ability to summarize and present complex information and issues succinctly, at the appropriate level of detail for the intended audience across various levels in the organization.
  • Excellent training and coaching skills.
  • Demonstrated understanding of usual and customary system controls, and the ability to use that understanding to identify opportunities to mine information and/or ensure that activities are appropriately controlled.
  • Fluency in written and spoken English is required.
