Monitoring and Evaluation Officer

Médecins du Monde France, an international non-governmental organisation (NGO) operating a harm reduction program for people using heroin in Temeke district, is seeking a full-time (45 hours per week) monitoring and evaluation (M&E) officer.

Tasks & Responsibilities

Data entry

· Entering daily information from outreach work and drop-in centre into database

· Entering data from newly enrolled beneficiaries into database

· Entering data from medical referrals into database

Data analysis

· Analysing data from database and distributing results among colleagues

· Developing and analysing pre- and post-training questionnaires for training sessions

Data management

· Update and maintenance of database and input for M&E

M&E design

· Finalising development of database in collaboration with MdM headquarters (HQ)

· Design and support implementation of M&E systems for partner NGOs, self-support groups (SSGs) and peer educators

· Developing and analysing evaluation forms for training sessions

· Work with legal officer to design follow up system on human rights abuses

Report writing

· Writing monthly reports for HQ

· Contributing to reports for donors and stakeholders as well as to training reports

Other tasks

· Operate as focal point for national database to be developed in collaboration with the Drug Control Commission (DCC) and the Ministry of Health and Social Welfare (MoHSW)

· Contributing to design and implementation of varies studies (KAP, satisfaction cost-efficiency)

· Taking notes during weekly team meetings

· Instruct colleagues on various M&E tools to be used

Profile

University degree in M&E, computer science or statistics

Experience in survey design, data entry and data analysis

Fluent in English and Swahili

Strong organisational skills and capable of working in a dynamic organisation

Team player who can also work independently

Ability to work within a service setting for drug users

Ability to follow strict security rules

Involvement in community based organisations (CBOs) appreciated

The M&E officer will work under the authority of and report to the program coordinator and will collaborate with the program assistant, the legal officer, outreach workers, volunteers and peer educators. Starting date: 1 August 2012
