Program Manager, Southern Africa

PURPOSE
Work closely with the Program Director to manage IYF’s youth employability, entrepreneurship and service learning/citizenship programs in assigned countries in southern Africa, working closely with local partners, IYF cross-functional technical teams and finance and operations staff.

SUMMARY
The International Youth Foundation (IYF), a global nonprofit organization that works to improve the lives and conditions of young people worldwide, is seeking a Program Manager to manage youth employability, entrepreneurship and service learning/citizenship programs targeting vulnerable youth in southern Africa. The ideal candidate will have experience providing headquarters technical and management support for USAID grants of at least $3 million, including experience working with and through local, in-country partners and strategic program management skills suited to ensuring the success of new program start-ups. RESPONSIBILITIES

  • Work with the Program Director to implement assigned IYF programs to achieve program outcomes in accordance with donor expectations, grant agreements and work plans.
  • Manage the overall programmatic and technical components of the program, working closely with the in-country team to ensure quality interventions for youth that promote civic engagement/service learning, employability skills, job placement and the creation of new businesses through a holistic youth development framework.
  • Review relevant Life Skills and adolescent reproductive health curriculum, and oversee the curriculum adaptation process, training of trainers and other activities to support effective delivery of training programs.
  • Promote and facilitate sharing of IYF good practices and learning in key technical areas with in-country team and implementing partners.
  • Working with country teams and IYF operations staff, manage the process for identification, due diligence and management of sub-grants to partners, including reviewing proposals and monitoring of program implementation and budgets.
  • Provide technical support in developing and managing capacity building assistance for implementing partners, in collaboration with the in-country team and the Program Director to ensure successful program delivery.
  • Manage the development of the Performance Monitoring Plan. Work with the in-country team in tracking M&E data for youth beneficiaries and reporting and disseminating program data.
  • Review partner reports and prepare quarterly progress reports to the donor, as well as project briefs and other communications materials.
  • Communicate effectively and collaboratively with IYF in-country teams, IYF implementing partners, relevant government authorities, private sector partners and other key stakeholders as assigned.
  • Participate in regional and technical meetings and provide ongoing support to the Program Director and other duties, as assigned.

REQUIREMENTS

  • Minimum of 5-7 years of experience in planning and implementing multi-faceted education and/or employability programs, in either formal or non-formal settings for young people in developing countries, preferably Africa.
  • Masters degree or higher in international development, education, workforce development/entrepreneurship, business, agribusiness, or related field preferred.
  • Work expertise in workforce development or entrepreneurship programs, including carrying out and interpreting needs assessment, grants management and capacity building of local partners, creating linkages with the private sector, designing training programs and performance measurement systems preferred.
  • Understanding and knowledge of the youth sector and issues affecting young people in Africa, especially out-of-school and other vulnerable youth (youth affected by HIV/AIDs, conflict/insecurity, poverty, low literacy, etc). Experience with programs targeting employment and/or entrepreneurship in agriculture or related sectors highly desirable.
  • Knowledge of and experience working in southern Africa.
  • Excellent strategic planning, presentation, team-building and interpersonal and analytical and budgeting skills; the ability to identify and establish priorities and attend to all details in a professional manner.
  • Experience working with USAID-funded programs preferred.
  • Ability to advocate and liaise with a variety of donors, including bilateral and multilateral agencies, foundations and the corporate sector.
  • The ability to work successfully within a variety of cross-cultural settings and make judgments in a fast-paced environment.
  • Strong written and verbal communications skills in English are required. Ability to communicate in another language is a plus.
  • Ability to travel internationally as needed.
  • Excellent computer skills using MS Office products including Word, Excel, Outlook and PowerPoint.
