Chief of Global Affairs (fulltime position)

AIDS Healthcare Foundation (AHF), based in Los Angeles, California, is a worldwide leader in providing innovative HIV/AIDS prevention programs and services and an expert in tackling new challenges of the epidemic. This includes advocacy, HIV testing, condom promotion & distribution, and providing medical care and treatment to thousands of people living with HIV/AIDS in 26 countries in Asia, Latin America, Eastern Europe and Africa. From its Global Program Office in Amsterdam AHF coordinates its global operations.

Summary
Under the direction of the President, the Chief of Global Affairs leads and manages AHF’s international HIV/AIDS programs (“AHF Global”).

Essential Duties & Responsibilities
● Lead the development and implementation of AHF Global’s strategic focus, programmatic goals and objectives, and annual country business plans while supervising AHF Bureau Chiefs and Country Program Directors. Manage and monitor program performance against established goals, objectives and plans. Facilitate and strengthen communications between AHF Global staff and program support staff.
● Work with host government health officials and AHF Bureau Chiefs/Country Program Directors in the implementation of systems that facilitate the reporting of process/outcome indicators and adherence to health delivery protocols.
● Manage the relationship between AHF Bureau Chiefs/Country Program Directors, host government health officials, and AHF NGO/CBO partners in the support and expansion of existing programs and the development of new programs.
● Represent AHF Global in private/public sector donor communities with input from AHF Global staff, program support and new business development staff. Provide strategic and programmatic input into AHF Global bids and proposals.
● Provide guidance on AHF Global program logistics, financial and administrative operations to AHF Bureau Chiefs, Country Program Directors and program support staff: evaluate supplier/vendor performance and make recommendations on existing and new suppliers/vendors; monitor program budget activity and inform budget preparation; provide guidance on staffing patterns and new hires.
● As a member of the Senior Management Team, provide status updates on AHF Global program and operations functions. Develop, implement and modify AHF Global policies and procedures in partnership with Senior Management.

Supervisory Responsibilities
The Chief of Global Programs supervises AHF Bureau Chiefs and is responsible for their overall direction, coordination, and evaluation. His/her responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. He/she carries out supervisory responsibilities in accordance with AHF’s policies and applicable laws.

Education and/or Experience
• Master’s degree (MSc) in International Public Administration, International Development or related field.
• Overall 10 years of experience managing HIV/AIDS programs in developing countries, with at least 6 years as a Senior Manager or Director.

Other Skills & Abilities/Qualifications
• Fluency in English is required
• Fluency in French and/or Spanish is desirable
• Fluency in word processing, spreadsheets and presentation software
• Ability to navigate and conduct research on the Internet
• Ability to work independently with minimal supervision
• Ability to interact with senior management and private, non-profit and government sectors
• Availability outside of regular office hours for activities and meetings, as needed

Certificates, Licenses and Registrations
• Possess a valid passport and able to travel internationally (position requires 50% travel time)
