Chemonics Philippines Development specialists

Chemonics seeks local long-term team leaders, technical specialists, and project staff for the anticipated USAID-funded Integrity Investments Initiative to support anticorruption and economic growth in the Philippines. The project, which will be based in Manila, aims to reduce the costs of corruption to investments and trade and promote open and fair competition. Activities will focus on increasing the enforcement capabilities of the Philippine government's anticorruption institutions, reducing opportunities for public sector corruption, and strengthening corporate governance in the private and public sectors. We are looking for individuals with a passion for making a difference in the lives of people around the world.

We seek the following specialists:

  • Legal reform and anticorruption team leader
  • Transparency and anticorruption team leader
  • Legal reform specialist
  • Case management
  • Prosecution and investigation specialist
  • Finance and audit specialist
  • Human resource specialist
  • Business process specialist
  • Anticorruption training specialist
  • Finance manager (with five to eight years of finance managerial experience on a U.S. government-funded project)
  • Procurement and grants/subcontracts specialist (with five to eight years of procurement and grants/subcontracts management experience on a donor-funded project
  • Gender specialist (with five to eight years of gender integration experience with the Philippines government or with a donor-funded project)

Job Requirements Qualifications for team leader positions include:

  • Advanced degree in law, public administration, government, or other related field required
  • Minimum eight years of experience in designing and implementing/managing technical assistance in rule of law, anticorruption enforcement, ISO certification, case management, or enforcement in general
  • Experience working with anticorruption government agencies preferred
  • Demonstrated leadership, versatility, and integrity
  • English fluency required

Qualifications for all other positions include:

  • Advanced degree in law, public administration, government, or other related field required
  • Minimum eight years of experience on a USAID or similar donor-funded project strongly preferred
  • Experience interacting with host-government agencies such as anticorruption commissions
  • Demonstrated experience in capacity building and legal reform focusing on anticorruption and transparency
  • Understanding of justice system development, accountability and risk assessment mechanisms, public awareness and advocacy activities, and corporate governance in the Philippines
  • Demonstrated leadership, versatility, and integrity
  • English fluency required
