Chemonics specialists in Liberia

Chemonics seeks long- and short-term specialists for an anticipated USAID-funded anti-corruption project in Liberia. The project aims to promote competent investigations, successful prosecutions, and public awareness and to assist the Liberian Anti-Corruption Commission and civil society organizations. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

We seek expressions of interest for the following positions:
Chief of party
  • Bachelor's degree required; master's degree in political science, public policy, public administration, government, law, or a related field preferred
  • Minimum five years of progressively responsible experience implementing donor-funded anti-corruption programs that support investigation, good governance, increased prosecution, transparency and accountability reforms, and systemwide education and dialogue to advance anti-corruption reforms
  • Familiarity with USAID regulations and experience in systems and office set-up, budgeting, and financial management
  • Experience in international program management and overseeing multiple program areas simultaneously
  • Work experience in Africa or post-conflict countries
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and spoken English required
Anti-corruption specialists
  • Bachelor's degree required; advanced degree in a relevant field preferred
  • Minimum eight years of direct technical legal work experience in anti-corruption
  • Minimum five years of international experience in legal reform, preferably in Africa
  • Strong understanding of justice system development, anti-corruption investigation and prosecution methodology, and reforms to increase government accountability
  • Expertise in investigation and reporting, capacity building regarding ethics and transparency for government personnel systems and operations, public procurements and financial management systems, and the implementation of public complaint procedures
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and spoken English required
Policy advisor
  • Bachelor's degree required; advanced degree in a relevant field is preferred
  • Minimum five years of experience in advising government officials on policy issues
  • Experience building relationships with government counterparts at the local and national levels
  • Proven capability for coalition building, dialogue facilitation, and coordination with other donors
  • An understanding of Liberian legal code and sensitivity to the local policy environment preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and spoken English required
Public communications advisor
  • Bachelor's degree required; advanced degree in a relevant field preferred
  • Minimum five years of professional experience in public awareness and communication activities
  • Experience working in concert with other donors and NGOs as well as with government entities
  • Background in developing or leading communications training for government officials or civil society organizations highly preferred
  • Knowledge of Liberian anti-corruption issues, media outlets, and judicial system desirable
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and spoken English required
