The Energy and Water Utilities Regulatory Authority (EWURA) is an independent, world class regulatory authority responsible for licensing, tariff regulation and quality of service regulation of the electricity, water, petroleum and natural gas sectors. EWURA has the following vacancies for which suitably qualified Tanzanian citizens are invited to apply

1. DIRECTORATE OF REGULATORY ECONOMICS

Post Title: Principal Economist – One Post

Duty Station: EWURA Head Office – Dar es Salaam

Reports to: Manager, Economic Analysis and Research

Principal Economist will be responsible for carrying out performance monitoring and research functions in the regulated sectors under the direction of the Manager, Economic Analysis and Research.

Main Duties and Responsibilities:

a) To assist in coordinating and monitoring of market competition trends in view of the Regulated Sectors;

b) To assist in the development and implementation of economic models to cater for specific agendas and prepare respective expert witness testimony during tariff evaluations;

c) To provide support in monitoring performance of the Regulated Sectors in terms of level of investment, availability of Regulated Services, cost of services and level of efficiency in production and distribution of the required services;

d) To participate in tariffs/prices setting and/or review and enforce conditions to operators in the Regulated Sectors in order to institute financial discipline and efficiency;

e) To assist in benchmarking utilities’ performance over time with one another or peers in order to assess their productivity, indirect costs, return and growth, utility staffing, funding from development partners;

f) Assist in provision of policy analysis and provide support in coordinating, monitoring and evaluating integrated business planning process for the whole Authority;

g) To undertake any other duties as assigned by the Manager Economic Analysis and Research.

Academic Qualifications and Experience

The ideal candidate should have the following qualifications and experience:

a) Bachelor Degree in Economics or Statistics from a recognized university;

b) Possession of Postgraduate qualifications in Economics or Business Administration will be an added advantage;

c) Knowledge and Competence in Information and Communications Technology (ICT) applications; and

d) Not less than five (5) years work experience in the relevant field in any of the regulated sectors.

Post Title: Senior Financial Analyst

Duty Station: EWURA Head Office – Dar es Salaam

Reports to: Manager, Financial Analysis and Modeling

Senior Financial Analyst will be responsible for carrying out the monitoring of financial performance of the regulated sectors under the Manager, Financial Analysis and Modeling.

MAIN DUTIES AND RESPONSIBILITIES:

a) To participate in the process of collecting and analyzing financial data in respect of Regulated Sectors.

b) To participate in monitoring financial performance of regulated utilities.

c) To participate in developing and implementing financial models to cater for specific agendas.

d) To participate in tariffs/prices setting and/ or review conditions to operators in the Regulated Sectors in order to institute financial discipline and efficiency.

e) To undertake any other related duties as assigned by the supervisor.

ACADEMIC QUALIFICATIONS AND EXPERIENCE

The ideal candidate for this position should have the following qualifications and experience:

a) Bachelor Degree in Commerce or any other relevant degree;

b) Masters Degree or Postgraduate in Finance, Economics or Business Administration will be added advantage;

c) Knowledge and Competence in Information and Communications Technology (ICT) applications; and

d) At least three (3) years working experience in relevant field.

Post Title: Financial Analyst

Duty Station: EWURA Head Office – Dar es Salaam

Reports to: Senior Financial Analyst

Financial Analyst will be responsible for assisting in carrying out monitoring of financial performance of the regulated sectors under the direction of Senior Financial Analyst.

MAIN DUTIES AND RESPONSIBILITIES:

Post Title: Economist

Reports to: Principal Economist

2. DIRECTORATE OF CORPORATE AFFAIRS

Post Title: Assistant Records Management Officer – One Post

Duty Station: EWURA Head Office – Dar es Salaam

Reports to: Senior Records Management Officer

Assistant Records Management Officer will be responsible for keeping all
Authority’s records.

Main Duties and Responsibilities:

a) To control and keep safely all incoming and outgoing mail registers.

b) To assist with filling and files retrieval.

c) Receiving and registering incoming and outgoing mails.

d) Circulating incoming mails for pre-viewing and to ensure follow up of previewed ones for prompt circulation to action officers.

e) Keep records by bring up facility and circulating files to action officers.

f) To prepare incoming (daily marking) lists from all action officers.

g) Assist with files and records repair.

h) Perform any other relevant duties as may be assigned by superiors from time to time.

Academic Qualifications and Experience

The ideal candidate for this position should have the following qualifications and experience:

a) Form IV or VI with certificate in Records Management from accredited institution.

b) Knowledge in Information and Communications Technology (ICT.

c) Diploma in Records Management will be an added advantage;

d) Relevant working experience of not less than three (3) years in a government institution registry/environment.
