Objective of the programme:

The programme seeks to enhance a professional, accessible and impartial Lesotho justice sector, which will ensure fair, timely and efficient delivery of justice and effectively combat corruption. Day-to-day implementation of the programme will be managed by a Technical Cooperation Unit within the Office of the Chief Justice during the period December 2012 to March 2015.

Qualifications and skills:

  • Advanced university degree in law, political science or related field.
  • Fluent in spoken and written English;
  • Proficiency in Sotho would be an asset;
  • Proven computer proficiencies;
  • Excellent analytical competence and interview skills;
  • Active listening skills and strong report writing skills;

General professional experience:

  • Minimum of 10 years experience working at high level in Institutional development and /or Change Management, ideally within the justice sector;
  • Experience of working with law enforcement agencies and courts;

Specific professional experience:

  • Relevant working experience in legal advice projects, preferably EC funded;
  • Experience of developing bar association structures;
  • Knowledge and experience of justice and Rule of Law sector reform strategies in developing countries is essential.
  • Proven experience in the area of legal aid reform and legal aid policy advice/analysis in a developing country context is essential.
  • Sound understanding of common law justice systems in the African context will be an advantage.
  • Experience of developing case management policies and procedures;
  • Experience of developing legal education programmes
  • Recent Experience in working in institutional development within Lesotho or the region.
