Duties & Responsibilities

Under the overall supervision of the Director of the Jurisdiction, Complimentarity and Cooperation Division and

the direct supervision of the Head of International Cooperation Section:

  • a) Provides specialized legal advise and expertise on the application and interpretation of all questions related to international cooperation and judicial assistance (Part 9 of the Rome Statute);
  • b) Acts externally and internally as OTP focal point for all outgoing and incoming judicial cooperation requests;
  • c) Liaises with States, judicial authorities, organizations and networks and builds and enhances cooperation for the OTP through networking, external relations, bilateral meetings, attendance of related conferences and seminars;
  • d) Negotiates agreements with States and Organisations as required;
  • e) Provides legal advise on drafting of requests for assistance, review of drafts as required, ensures compliance with formal and material requirements, ensures consistency throughout the OTP and coordinates the channelling and follow-up of requests;
  • f) Coordinates and supervises all relevant judicial cooperation instruments and databases and supervises the preparation of relevant statistics and reports;
  • g) Provides training on judicial cooperation processes;
  • h) Participates in field activities as required;
  • i) Performs any other functions as required.

Essential Qualifications

  • Completion of University degree in Law;
  • At least 9 years relevant professional experience (7 years with an advanced university degree), of which a minimum of 5 years working directly in the processing and execution of requests for international judicial assistance in criminal matters and/or working in close cooperation with judicial authorities (national central authorities/international organizations) or working as a Magistrate in charge of processing requests for judicial cooperation in criminal matters;
  • Expertise in judicial cooperation in criminal matters and knowledge of relevant instruments and practices;
  • Relevant international experience, in particular in working and liaising with States, International Organisations, Judicial Authorities;
  • Experience in cross-border financial investigations and related judicial cooperation processes desirable;
  • Strong organizational skills, accuracy and attention to details, ability to work with databases;
  • Ability to work within strict deadlines and under stress conditions;
  • Ability to work in a multi-cultural environment with sensitivity and respect for diversity;
  • Professional and personal integrity.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is required. Knowledge of another official language of the Court would be considered as an additional asset (Arabic, Chinese, Russian, Spanish)

  • The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check;
