GENERAL FUNCTION: I nternews is seeking candidates for a Chief of Party for a potential project in Tunisia. The CoP will provide manage and supervise the Tunisia program and provide oversight in ensuring that grants received by Internews Network to help independent broadcast media in the field office are properly executed and reported.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; other duties may be assigned:

• Provide leadership, management, representational and operational oversight for Internews’ program in Tunisia.

• Coordinate technical, legal and professional capacity building assistance to partners and beneficiaries.

• Ensure proper oversight of Internews personnel, financial management and administration of the Tunisia project.

• Coordinate with partners and other media stakeholders in the region to ensure that Internews leverages other resources, avoids duplication, and compliments other media development initiatives.

• Establish strong partnerships and dialogues with the appropriate donor representatives.

• Develop a strong understanding of the regulatory framework in Tunisia with emphasis on media law

• Monthly reports to supervisor on all Internews projects in execution

• Strategize new directions for Internews to help independent media

• Develop and maintain a thorough knowledge of independent news broadcasting in the region of responsibility

• Monitor developments of programs supporting democratic transition in Tunisia

• Maintain contact with local government officials

• Ensure Internews Field Office is properly registered and conforms to tax law

• Receive cash for Internews Field Office through local bank account

• Request wire transfers from Main Office Accounting for operating expenses

• Ensure conformance with grantors’ rules and regulations (e.g. buy-America, fly-America)

• Ensure that the Field Office operates in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

QUALIFICATIONS

• Significant professional media experience (broadcast, new media, or print) in the Middle East region, preferably Tunisia

• Strong understanding of the emerging governance landscape in Tunisia

• Experience working in transitional government (elections and post-election) environments

• Strong understanding of how the constitution making process, and other systems of governance and decision making opportunities will be impacted by the shaping of media law and policy

• Experience writing & reporting for grants (especially USAID)

• Journalism education or experience

• Experience managing an office with 6 to 12 people

• Some accounting experience

• Relevant university degree

• Arabic and/or French fluency strongly preferred
