Position Summary:
The Monitoring and Evaluation (M&E) Coordinator will be responsible for developing, maintaining and implementing M&E processes and practices for both an ongoing mature program largely composed of small-scale infrastructure projects and a new program focused on community development and youth initiatives. S/he will often work closely with USAID to coordinate and plan evaluations of program impact, including, but not limited to, case studies and focus groups. S/he will identify innovative ways to measure project impact. S/he should be experienced and/or skilled in using both quantitative and qualitative monitoring and evaluation methods. S/he will be expected to train program staff to ensure performance indicators and output, outcome and impact data are prepared and collected properly in targeted geographic and thematic areas.
Reporting & Supervision:
The M&E Coordinator will report to the Chief of Party.
Primary Responsibilities:
  • Manage, train and mentor M&E team of approximately 10-15 local staff in different locations throughout the country.
  • Oversee the monitoring of the performance of subcontractors, vendors, and/or civil society organizations.
  • Ensure monitoring procedures are followed and quality of reports, including those from the field and those provided to USAID.
  • Train and oversee M&E staff in identifying, evaluating and reporting program strengths, weaknesses, successes and impact.
  • Contribute to the development of monitoring systems and documentation.
  • Proactively identify key program and themes areas for evaluation and analysis utilizing both quantitative and qualitative methods.
  • Ensure program feedback loop so external findings results in improve quality of project management and implementation.
  • Ensure adherence to all Creative and USAID regulations related to M&E.
  • Oversee and ensure the quality of M&E data entered into the USAID project database.
  • Strengthen the capacity of the M&E Team by identifying training opportunities and increasing the team’s knowledge of M&E protocols and practice.
  • Provide written contributions to weekly, quarterly and annual reports as needed.
  • Assist in the development of strategy documents as needed.
  • Coordinate with other departments to provide strong support to sub-offices.
· Other duties as assigned by the Chief of Party.
Required Skills & Qualifications:
· Master’s degree in the social sciences or a relevant related field with 2 years of work experience in evaluation, M&E, design or relevant related work or a Bachelor’s degree with 4 years of work experience in evaluation, M&E, design or relevant related work.
· Strong analytical skills.
· Excellent written and spoken English skills (FSI IV).
· Experience working in South Asia desired.
· A minimum of 1-3 years’ experience in monitoring and evaluation activities for donor-funded initiatives, emphasis on impact and theories of change experience desired.
· Demonstrated experience and knowledge in developing M&E systems and overseeing the collection and analysis of metrics.
· Demonstrated experience in training on M&E systems and data collection.
· Demonstrated experience remote managing and training staff.
· Strong interpersonal skills and ability to work under pressure.
