Project/Proposal Summary:

MSI is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the Government of Iraq’s public institutions in order to improve services delivery processes through better governance and resource management approaches. It is scheduled to run through 2015.

Position Summary:

The Regional M&E Specialists will be based in one of the project regional offices – Baghdad, Hilla, Basra or Kirkuk. The Regional M&E Specialist will report directly to Senior M&E staff in the regional office, or to project headquarters in Baghdad. This position is primarily responsible for data capture, entry, and analysis. S/he will execute procedures and operations as directed by their supervisor.

Responsibilities:

• Regional M&E Specialist will assist the Regional M&E Senior Specialist in the following:

- Maintain a calendar of component technical assistance (TA) activities scheduled for the provinces associated with the regional hub. Update M&E headquarters with any revisions to this calendar in a timely manner.
- Issue data capture forms for all pertinent TA activities before scheduled events. Collect data capture forms immediately after each event.
- In timely manner, enter activity data from forms in M&E database.
- Scan data forms and file any hardcopies for audit purposes.
- Export TA data to HQ.
- Compress and send scanned documentation to HQ.
- Attend project workplan events/activities held in the provinces surrounding the Regional Hub.
- Periodic travel to provinces affiliated with regional hub necessary for data quality assurance.
- Perform or assist in qualitative evaluations and assessments when needed.

• Reports directly to their Regional M&E Senior Specialist.
• Any other tasks assigned by the M&E Officer or the M&E Team Leader.

Qualifications:

• BSc/BA university degree in a relevant field required. Professional certifications or training will be viewed favorably.
• Arabic fluency is required; proficiency in English is required.
• Experience with Monitoring and Evaluation principles and tools (PMP, workplan, evaluation, surveys, reporting).
• More than 1 year experience related to M&E; survey management and evaluation methods.
• Ability to travel domestically and visit governorates.
