SENIOR POLITICAL OFFICER IN CHARGE OF DISARMAMENT AND PROLIFERATION POLICIES

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.

In seeking to achieve this objective, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of its organizational structure and the filling of all vacant posts.

2. JOB PURPOSE :

To conduct research, write policy documents, publish and disseminate project outputs related to defence and security on the African continent.

3. Major duties and responsibilities:

• To conduct research, write policy documents, publish and disseminate project outputs related to disarmament and non-proliferation.


• To consult with member states, Regional Economic Communities (RECs), the International Community, Partners, Civil Society Organizations and other stakeholders in the implementation of projects related to defence and security on the African continent.


• To formulate proposals, policies, plans of action, programmes and projects to fulfill DSD’s part in the implementation of the African Peace and Security

Architecture (APSA) as indicated in the AU Strategic Plan;


• To write and submit reports on projects and activities relating to defence and security;


• Organize meetings, workshops, seminars and conferences on activities related to defence and security;


• Participate, when feasible, in regional or international conferences, symposia and seminars that are related to enhancing the effectiveness and impact of projects on defence and security;


• Perform any other peace and security related duties as may be assigned by the

Head of Division, Director – Peace and Security Department or by the Commissioner Peace and Security.

5. Qualifications and Experience Required

A minimum Advanced University degree in Social Sciences. Training in diplomacy, international relations, conflict management, arms management, defense, peace and security or military service especially in the African context will be an advantage;

5. Professional experience required:

At least five (7) years of work experience with 3 of such years devoted to work related to peace and security, conflict management, arms management, defence or the military in Africa. Demonstrated competence in social science research and practical experience in social and security issues, with emphasis on the Africa region, is essential.

6. Other relevant skills

• Have the ability to work closely with governments, NGOs and multi-lateral institutions in complex peace and security undertakings.


• Be computer literate and well versed in the use of the Internet, Power Point, Excel and Word.

• Have excellent writing, negotiating, analytical and communicative skills..


7. Language requirement


Proficiency in one of the African Union working languages. Knowledge of one or several other working language(s) would be an added value.

8. Age requirement:


Candidates must preferably be between 30 and 45 years old.

9. Tenure of Appointment:


The appointment will be made on a fixed term contract for a period of three (3) years, of with the first twelve months will be considered as a probationary period. Thereafter, the contract shall be for a period of two years renewable, subject to satisfactory performance and deliverables.

Remuneration: Indicative basic salary of US$ 33,619.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance ($16,819.20 perannum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission.
