Stock take of Communication for Development (C4D) in UNICEF

Purpose

The primary purpose of the stock-take will be to conduct a review of efforts and their outcomes to revitalize C4D within UNICEF through the implementation of actions as articulated within the C4D Strategic Framework 2008-2011 and the C4D Capability Development Framework. The stock-take will highlight key areas of success or achievement and those that need to be strengthened. The stock-take however is not an evaluation of results of C4D interventions in UNICEF. Rather it will consider:

• UNICEF’s role and leadership in C4D
• Current position of C4D within UNICEF
• Areas for growth and strengthening

Qualifications and Competencies

• Advanced University degree in social sciences, organisational management and/or C4D.
• At least 18 to 20 years of solid and progressively responsible professional work experience at the national and international levels with experience in C4D and its application across sectors
• Proven experience in large-scale development programme design, management, implementation and evaluation
• Knowledge and experience of UNICEF programmes of cooperation and the human rights-based approach to programming is a must. Prior experience working with UNICEF or other UN agencies will be a strong asset.
• Strong research and analytical skills
• Excellent writing skills in English language

Location

The consultant does not have to be based in New York. The consultant can work remotely however s/he will need to be able to maintain regular communication with the supervisor through face-to-face meetings, internet, telephone and emails.

Duration: Estimated at no more than 75working days between September 2012 and June 2013
