Terms of Reference (TOR) for internal capacity development in Performance Management, Team Building and Communication and Presentation skills in ASARECA (Request for Expression of interest)

Background

The Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) is a not-for-profit sub-regional organization established in 1994 to serve the Eastern and Central Africa region. It has its secretariat in Entebbe, Uganda and an eleven country membership, namely Burundi, DR Congo, Eritrea, Ethiopia, Kenya, Madagascar, Rwanda, South Sudan, Sudan, Tanzania and Uganda.

ASARECA has a management structure headed by an Executive Director, Deputy Executive Director who is also head of programmes and seven programs headed by managers with support of programme Assistants. There are 7 support units which offer corporate services across the organisation.

In order to enhance our performance as individuals and as an organization we have identified through the performance management process some of the areas that will require intervention through capacity development. This is intended to be a continuous process to enhance performance through self iimprovement, management and leadership development for different categories of staff using the knowledge, attitudes, skills and habits (KASH) approach in staff development.

ASARECA is now seeking to engage experienced individuals and institutions in human capital development, organisation development as well as learning, training and development to develop and implement internal capacity development.

Objective

The objective is to implement training and development initiatives to address personal effectiveness as well as management and leadership. The initiatives will focus on:

Training Target Group Expected Output

Performance Management All staff Improved performance management system for all staff focussing on:

- setting objectives
- conducting effective appraisals
- giving feedback
- Coaching and Mentoring (target group)

Team building All staff An energised team with knowledge of how individual attitudes and behaviours (diversity) affect others in their team and organisation

Effective communication and presentation skills All senior and middle level management and administrative staff Improved communication and presentation skills

Scope of work

The consultant/Institution will be responsible for the following tasks:

1. Undertake a pre training survey to identify specific staff relevant to the three modules listed above
2. Develop a training programme and material of the three listed modules for ASARECA staff
3. Implement the training programme of three modules –Train the Staff
4. Prepare training report of three modules

The pre-training survey should cover all ASARECA staff.

Deliverables

1. An inception report detailing the activity plan for executing the assignment. This report should be delivered to ASARECA within the first week after signing the contract

2. A pre training survey report based on agreed areas

3. Actual training.

4. Post training report and assessment of training effectiveness.

Time Frame

This assignment is expected to be undertaken on priority basis in the next 12 months.

Role of ASARECA

ASARECA will provide the following:

1. Training venue
2. Travel cost and other associated costs where staff will be required to travel

Methodology

One on one interview with staff or through electronic mail for the pre-training survey to be followed by the actual training.

Training will be conducted in a group and trainers will use facilitation materials for better understanding of participants.

Competences and Experience

The consultancy firm will have demonstrated previous experience in human capital development and learning, training and development initiatives. Previous involvement in successful institutional change management assignments will be an advantage. Experience in capacity building in the context of World Bank funded projects will be an added advantage. A team of three experts will be required.

Team leader should have a minimum of Masters degree in Human resources or organisational development or in a related discipline and relevant experience of 10 years .Team members should have a minimum qualification of a masters degree in organisation development, adult education, Human resources development or any other related disciplines and a minimum of five years.
