Consultant - Senior Governance Results Reporting and Communication Specialist

UNDP governance support in Bangladesh is framed around two outcomes. As well as the scaling up of support to service delivery and access to justice it continues to support major capacity building of key democratic institutions for effective and inclusive representation through democratic processes. These programmes work towards strengthening the capacity of institutions to improve their accountability and transparency as well as their service provision.

The UNDP’s democratic governance cluster plans to enhance its results reporting across the entire democratic governance cluster and support the projects more fully incorporate Result Based Management and ensure reports reflect this approach fully. The cluster intends to improve the format and language of its annual results reports in order to provide consistency and quality throughout. The final report will be sent to donors, CSOs and other relevant key stakeholders to provide an accurate outline of the results of the democratic governance programmes of UNDP Bangladesh.

Duties and Responsibilities

Objectives of the Assignment:

Under the supervision of the Assistant Country Director, democratic governance cluster and in close collaboration with the cluster’s project managers the consultant will be responsible for delivering annual results reporting for each of the 11 projects being managed by the cluster. The incumbent will be required to design the format for and draft high quality annual results reports in conjunction with each project for 2012 following UNDP results management best practice. They will also synergize all of the reports in summary form to report on the work of the entire cluster. This should be of professional publication quality to showcase the work of the cluster to internal and external stakeholders. All reports should submit in individual project based reports as well as an edited compendium.

Scope of work and expected outputs / deliverables:

Design the format and structure of the results reporting for the cluster projects. Guidance and mentoring to M&E officers of the projects on results report writing. A high quality result report 2012 for the cluster and the projects.

Reports:

The key results will strengthen external and internal communication of UNDP CO and highlight the cluster’s programmes by providing an accurate picture of the achievements and impacts made to people in Bangladesh. The results report is a key tool for the cluster in showcasing the successes of the current programmes to the national government and donors. Through the process of reporting, the project staff and the cluster will be able to identify gaps, synergies between projects and ensure more strategic targets are set in the forthcoming annual workplans. Mid of December 2012 will present his or her result.

Supervision and Performance Evaluation:

The Supervision and Performance Evaluation of the consultant shall be done by Assistant Country Director (Governance).

Required Skills and Experience

Education:

  • Master’s Degree (PhD preferable) in any relevant field but preferably in communications, journalism or media studies that demonstrates a high competence in producing knowledge products.

Experience:

  • 10 years professional experience in international organizations
  • 10 years working experience in the areas of democratic governance
  • Working in developing countries
Language Requirements:
  • Fluency in English required and excellent writing skills/ evidence of a wide range of publications/authored document in English.

Evaluation of the Candidates:

The Candidates will be evaluated through Cumulative Analysis method. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

**Only candidates obtaining a minimum of 70% marks in the Technical Evaluation will be considered for further Financial Evaluation

Technical Evaluation Criteria (Total 70 marks)

  • Minimum 10 years of relevant experience in media and communications for international organizations - 10 Marks
  • Prior experience in writing high quality results and other reports for UNDP/ UN agencies’ programmes in the field of democratic governance - 30 marks
  • Prior experience of working in the area of democratic governance in South Asia - 20 marks
  • Directly relevant educational qualification / trainings - 10 marks

Financial Evaluation (Total 30 marks)

All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula:
p = y (μ/z)
Where:
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
μ = price of the lowest priced proposal
z = price of the proposal being evaluated
