Field of activity

The Africa-EU Energy Partnership (AEEP) is a long-term framework for structured political dialogue and co-operation between Africa and the EU on energy issues of strategic importance, reflecting African and European needs. Through the Partnership, Africa and Europe work together to develop a shared vision and common policy answers, and to stimulate specific actions that address the energy challenges of the 21st century.

The overall objective of the AEEP is improved access to reliable, secure, affordable, cost-effective, climate friendly and sustainable energy services for both continents, with a special focus on achieving the MDGs in Africa. In order to achieve its objective, the AEEP will focus its efforts on concrete, realistic, visible targets to be attained by 2020, as agreed by the First High Level Meeting of the AEEP held in Vienna in 2010.

The EU Energy Initiative Partnership Dialogue Facility (EUEI PDF) acts as a secretariat for the AEEP and is managed by GIZ.

Your tasks

The proposal involves several tasks in support of the African Union Commission (AUC) including data monitoring, political communication, stakeholder dialogue and renewable energy policy.

The main task is to spearhead the development of an AEEP database monitoring progress in achieving the AEEP 2020 targets on energy access, energy security, and renewable energy and energy efficiency. This task will be undertaken in close coordination with the EUEI PDF, the AUC well as with the UN Sustainable Energy for All (SE4All) Initiative and respective UN bodies.

This will involve to:

  • Coordinate data collection activities and work with African national, regional and continental institutions to receive data updates relevant for monitoring progress on the AEEP targets;
  • Revitalize, expand and lead the AEEP Monitoring Working Group as the core advisory board for AEEP Monitoring;
  • Facilitate preparation and implementation of the Second AEEP High-Level Meeting at ministerial level;
  • Mobilize representatives of the private sector, investors, developers, international financial institutions, RECs, power pools and continental specialized institutions to participate in the Second AEEP High-Level Meeting;
  • Support African private sector actors, civil society and research representatives to be able to work efficiently with their European counterparts in issue-specific networks or platforms;
  • Develop targeted communication products to increase the visibility of the AEEP;
  • Act as the contact point for renewable energy within the AUC under the Africa-EU Renewable Energy Cooperation Programme (RECP).

Your profile

You have a university degree in the field of energy, international relations/governance, or a related social science and several years of professional experience, including several years in an international organization or a bilateral development/implementing agency preferably in Africa. You have a very good knowledge of the energy sector in general and of international relations/global governance and policy development especially in Africa. Knowledge of policies and enabling environments for renewable energy and energy access or rural energy/electrification is an advantage.

You are well acquainted with the preparation of meetings, agenda setting, drafting background information, briefs, talking points and you bring an appropriate level of diplomatic skills. You have strong computer skills, excellent communication teamwork skills and excellent English language skills (spoken and written). In addition, knowledge of French is an advantage.
