Finance Manager, ACDI/VOCA Zimbabwe

Finance Manager, Zimbabwe We are currently seeking a Finance Manager for an anticipated Title II Development Food Aid Program (DFAP) in Zimbabwe. This multi-year, non-emergency program will be integrated with USAID strategies to address the underlying causes of chronic food insecurity as well as chronic malnutrition, with an integrated nutrition approach. The program development objective is “to sustainably increase food security among vulnerable populations in Zimbabwe.” The program will focus on increasing household and micro-enterprise productivity and income through market-oriented approaches, improving nutrition among pregnant and lactating women and children under five, and increasing household resilience to shocks. The Finance Manager responsibilities and qualifications for this program include but are not limited to the following:
Duties and Responsibilities: • Provide strategic leadership, oversight and management to the project’s Finance/Accounting Department by supervising the accounting staff and ensuring the maintenance of a high performing and effective team. • Ensure all project financial transactions are allowable, reasonable and allocable, as well as within the established financial management policies of ACDI/VOCA, USAID and local regulations. • Play a key role in the preparation of annual budgets and monthly cash flow projections and analysis in collaboration with key program staff and subcontractors. • Lead the preparation of ACDI/VOCA and donor financial reports—including the monthly Overseas Cash Accountability Report (OSCAR)—and ensure all program ledgers and accounts records are up to date and accurately represented. • Maintain accounting systems and procedures that enable prompt and accurate processing of accounting transactions, including monthly payroll to more than sixty staff, following sound accounting principles. • Maintain an effective internal control system to ensure prevention and detection of fraud and errors. • Update the project’s Accounting and Finance Manual as necessary in coordination with supervisor and HQ. • Provide assistance and coordination during periodic financial audits. • Communicate and coordinate with subcontractors on a daily basis to ensure compliance with the contract agreements, ensure mandatory reporting, and be the project lead for all other administrative or financial aspects of the subcontracts. • Provide capacity building by way of technical assistance trainings on financial management and compliance to local subcontractors, as needed. Create training tools and develop modules to help build capacity for subcontractors, using input from USAID rules and regulations and ACDI/VOCA policies and procedures. • Monitor subcontractor implementation activities to ensure compliance with USAID financial and administrative guidelines and the subcontracts. • Play a lead role in the subcontracting and/or renewal process. Review budgets and prepare modifications and contract agreements, when required. • Communicate with Awards and Compliance staff at ACDI/VOCA’s Washington DC Headquarters when required. Develop, document and communicate to the Finance team best practices in award compliance.
Qualifications: • Minimum Master’s degree in finance or commerce, or a closely related subject, with a minimum of five years of proven experience in a senior-level finance position with an international development organization. • Experience in working with projects funded by USAID; contracts experience required. • Experience in directly managing a portfolio of subcontracts is required. • Demonstrated knowledge of Zimbabwean accounting standards. Knowledge of US Generally Accepted Accounting Principles strongly preferred. • Demonstrated expertise with USAID rules and regulations, including A-110, A-122, the Code of Federal Regulations (CFR) and A-133. Knowledge of Regulation 11 is a plus. • Experience working with accounting software packages, such as QuickBooks. • Fluency in spoken and written English is required.
