Global Economy and Development

BASIC FUNCTION

Responsible for the preparation, management, implementation, and reconciliation of budgets, financial transactions, grants, and contracts within the Global Economy and Development Program. This includes project budget formulation, revenue forecast, drafting grant proposal budgets, grant monitoring, expenses tracking, financial reporting to donors, drafting contracts, and other administrative tasks as requested.

EDUCATION/EXPERIENCE REQUIREMENTS

Bachelor’s degree required. Bachelor’s degree in business administration, finance, or management preferred. Minimum four years of experience in business administration, public policy administration, budget and grant management, or related field required. A background in a research, academic, or non-profit setting is strongly preferred.

KNOWLEDGE REQUIREMENTS

Ability to multi-task and be flexible on work flow is required. Knowledge of Microsoft Office Suite including proficiency in Excel required; knowledge of PeopleSoft preferred. Initiative and high degree of judgment, tact and discretion in managing relationships at all levels, inside and outside of the Program, required. Demonstrated skill in handling confidential and sensitive matters is required. Proven ability to work independently and efficiently under pressure and handle multiple tasks, simultaneously, is required. Ability to work well in a team environment as a creative thinker and quick learner with a keen attention to detail is essential.

PRINCIPAL DUTIES AND RESPONSIBILITIES

35% Finance and Procurement Management

• Processes and/or approves credit card transactions, requisitions, invoices, travel expense claims, and other financial transactions.
• Maintains procurement tracker and is responsible for the timeliness of transactions, paperwork submission and accuracy of posted charges.
• Monitors all monthly financial costs associated with projects within portfolio and submits journal entries as necessary for corrections.
• Produces expense reports upon request.
• Assists and advises staff members on all institutional, financial processes including conference planning, research contracts, external billing, memorandums of understanding, reimbursements, etc.
• Serves as a liaison with other Global Financial Managers, other research programs, Development, Accounting, Grants Administration, and Legal departments.
• Works on ad hoc financial assignments as requested by Director of Finance.

35% Budget Formulation and Grant Monitoring

• Forecasts, updates, monitors, and manages project budgets in coordination with project principles, the Director of Finance, Director of Development, and Management.
• Develops proposal budgets and monitors grants, pledges, and cash flow to allocate revenue, accordingly.
• Implements grant set-up and terms including review and routing of award documents for signature, entering grant details into PeopleSoft, monitoring project expenditures against each grant, and ensuring proper documentation and financial reporting to remain compliant with funding conditions, contractual obligations, and auditing criteria.
• Manages and tracks revenue allocation and funding distribution.
• Prepares monthly budget to actual reports including variance analysis.

20% Contracts

• Drafts and/or reviews research contracts, memorandums of understanding, funding contracts, and all other contractual agreements.
• Routes documents through SharePoint for approval and files documents as appropriate.
• Tracks and monitors contractual obligations and ensures compliance.
• Processes contract payments and maintains contract tracker spreadsheet.

10% Administration

• Approves, sets-up, and monitors timesheets in PeopleSoft system; provides staff training on software; and troubleshoots timesheet issues.
• Maintains labor hour tracker spreadsheet as well as electronic folders of financial records.
• Provides assistance as requested by the Director of Finance.
