Team purpose

The Adaptation and Risk Reduction Team's purpose is to drive the integration of climate change adaptation (CCA) and disaster risk reduction (DRR) into Oxfam's work as a corporate priority, and to enhance the quality, scope, and impact of related practice and influence. This involves four major areas of work:

•Direct support to programmes
•Programme-focused learning
•Influencing internal and external policy
•Improving the quality and reach of the Programme Policy Team's activities

The team links closely with other departments in the Campaigns and Policy Division, the Humanitarian Department, our offices overseas, other Oxfam International affiliates and external allies.

Job purpose

To drive the integration of DRR into Oxfam's programmes as a corporate priority. The focus will be on providing direct support to country programmes, as well as leading the ARR team's work on programme-focused learning.

•Lead the alignment of programmes with Oxfam corporate priority campaigns and ensure effective harmonisation of planning and management with Oxfam International.
•Plan and implement fundraising plans and ensure proper reporting and accountability to multilateral and bilateral donors
•Providing specialist advice or specific skills to team.

Key Responsibilities

•Direct support to OI (Oxfam International) country programmes: provide high quality advisory support to a number of programmes. The range of support will include technical advice and capacity building for Oxfam staff and partners, programme development, fundraising support, and monitoring and evaluation.
•Programme-focused learning: The postholder will take the lead on this area of work for the Adaptation and Risk Reduction team. This will include the development of a learning strategy for Oxfam's adaptation and risk reduction work, and ensuring that this strategy is implemented, with the support of others in the team.
•Influencing internal and external policy: influence key organizational and divisional strategic processes; represent Oxfam externally to donors and other organizations.
•Improving the quality and reach of PPT activities: contribute to divisional, departmental, and team core activities, meetings and strategic processes.
Skills and Competence

•Proven experience of supporting high-quality disaster risk reduction work in complex and challenging environments in both development and post-disaster response contexts (E)
•Proven direct experience of running multi-stakeholder community-based risk analysis and planning processes (E)
•Experience of partnership brokering and of community-based climate change adaptation would be an advantage (D)
•Proven understanding and ability in a range of capacity development approaches (E)
•Experience of integrating disaster risk reduction into organisational policy and processes at a high level (D)
•Demonstrable knowledge of current debates, trends, and policy issues on DRR, resilience, and climate change adaptation (E)
•Successful track record of developing funded proposals for disaster risk reduction work (E)
•Understanding and experience of developing monitoring, design, evaluation and learning systems for disaster risk reduction. (E)
•Understanding and experience of integrating risk management into markets-based livelihoods work (D)
•Proven ability in policy development, influencing, and representation at a high level (D)
•Demonstrated understanding and commitment to promoting gender equity and respect for diversity(E)
•Proven written and spoken communication skills with fluency in English, combining an accessible, succinct style with rigorous analytical skills (E)
•Understanding of how adults learn, in different cultural contexts, and in the face of competing priorities (D)
•Willingness to travel for up to 10 weeks per year and work unsocial hours when necessary (E)
•Good inter-personal skills and a track record of successful teamwork in diverse teams and cultural contexts (E)
•Ability to communicate in other major languages would be an advantage (D)
•Confidence in public presentations and speaking (D)
