Heartland Alliance Director, Program Development

THE ORGANIZATION
Heartland Alliance for Human Needs & Human Rights helps people living in poverty or danger improve their lives and realize their human rights. THE POSITION
The Director of Program Development for Heartland Alliance International (HAI) will lead program development by providing technical expertise in the full spectrum of proposal development. The Director will lead in the identification of funders and develop or advise on appropriate communications that will increase visibility of HAI; create tools to streamline proposal submissions; and analyze results for continuous improvement towards reducing the ratio of HAI investment in proposals submitted and grants awarded.
Essential Duties and Responsibilities: • Coordinates new business development, including strategy, donor relations, partner relations, grant development and proposal and budget submissions;
• Facilitates the design of new projects through the use of industry tools and methodologies;
• Leads the preparation of proposals for funding from external donors, including the development of proposal budgets and annexes, and facilitates internal review processes;
• Researches and analyzes funding opportunities – including from donors such as USAID, the US State Department, private Foundations and individuals – to identify and prioritize program development priorities, particularly in Africa, the Middle East, and Latin America;
• Coordinates with the Donor and Community Relations team to adapt fundraising plans to organizational needs and develop communications materials.
• Designs and manages a proposal win-loss database to facilitate learning across the organization;
• Supports the creation of an agency-wide communications and public relations plan to increase internal and external knowledge and awareness of Heartland Alliance’s model and global programs.
• Provides support and training on proposal development to field offices;
• Remains current on developments in service areas and donor trends to inform organizational strategic planning;
• Represents programs internally and externally to potential donors and peer agencies: establishes productive, ongoing relationships with high-level administrative and professional personnel in relevant service fields, both private and public; presents at conferences and educational meetings; and leads professional seminars and meetings.
• Adheres to professional standards as outlined by governmental bodies, appropriate professional associations, and private funding sources, and assists in the development of program development plans;
• In conjunction with the international leadership team, coordinates the development of long-term and short-term international strategic plans;
• Supervises assigned staff, interns, or volunteers;
• Proposes and develops new systems for business development as needed;
• Other duties, as assigned.
REQUIREMENTS
Education and/or Experience:
• MA or other advanced degree in any of the following fields: Counseling, Social Work, Psychology, Public Health, International Affairs/Development, Human Rights/Social Justice;
• Three years of work experience in international development/humanitarian relief/international human rights work, which must include direct experience with program development, project design, proposal coordination, and technical writing; Experience with mental health, torture treatment, livelihoods, labor rights, anti-trafficking, and/or legal programs a plus;
• Demonstrated experience managing large scale multi-million dollar grants and/or contracts from the US government; Experience with USAID and/or State Department funding;
• Experience working with and living with diverse cultures and social economic conditions;
• Language Skills: English fluency (spoken and written) required; additional language ability preferred. Superb oral and written communications skills, including a demonstrated capacity to present programs at conferences and to donors; adjust message appropriately based on audiences’ familiarity with HAI and/or subject expertise. Able to read and interpret documents, and communicate with others as necessary to perform job duties effectively;
• Computer Skills: • Highly proficient with Microsoft Office programs, internet search engines, and web-based data management systems (such as Raiser’s Edge).
• Other Requirements: • Must be able to work full-time (M-F, 8:30-5:00) as well as extended hours when needed (nights, weekends); • Must be able and willing to travel internationally – often to insecure and resource-limited settings – for up to four weeks at a time; • Must be able to travel independently to carry out field assessments, to identify potential project partner organizations, to determine beneficiary need and to develop program proposals and budgets for funding;
