INFORMATION MANAGEMENT OFFICER (PROTECTION)

Background Information:
The primary purpose of this consultancy is to develop and disseminate credible protection monitoring systems that provide actionable information to stakeholders, as outlined in UNHCR’s Information Management Strategy.
Overall Activities and Responsibilities:
Through the Division of Programme Support and Management and the Division of International Protection and as part of the overall UNHCR Information Management Strategy, the Information Management Officer (Protection) will:
a. Identify gaps in protection information management;
b. Coordinate the development of protection information management standards and policies;
c. Make recommendations on existing protection information systems
and on newly proposed ones;
d. Assist in the rollout of protection information systems.
The consultant will coordinate the provision of input from the Division of International Protection (DIP) to the Protection Case Management and Monitoring portion of proGres version 4 software and will also act as the DIP focal point for the scoping and requirements of UNHCR’s Operational Web Portal, including its relationship with the Global Protection Cluster website and other protection web-related initiatives. In addition, this position will be responsible for developing organizational information management guidance and policies for handling sensitive protection data and draft guidance on interagency information sharing. The consultant will also support other sections in reviewing draft indicator guidance from a protection perspective for protection-related indicators. The consultant will also facilitate or develop protection-related sessions or materials in information management workshops and capacity building activities or, the corollary, information management-related sessions / materials in protection workshops and capacity building activities.
Required Qualifications and Experience:
– An advanced university degree in international human rights/refugee law, humanitarian affairs or a related field.
– 7+ years’ experience in international protection and human rights, preferably with exposure to UNHCR protection and refugee issues.
– Experience in complex emergencies and international humanitarian work.
– A demonstrated interest in information management.
– Fluent oral and written communication in English.
– Preferably knowledge of French and/or another UN language.
