Pan American Development Foundation Chief of Party


PADF seeks a Chief of Party for an anticipated USAID-funded Youth Development and Juvenile Justice Reform Program in the Eastern Caribbean. The program seeks to address crime prevention by enhancing skills and increasing economic opportunities for vulnerable youth in order to deter their participation in crime and violence. The program also supports reforms to the countries’ juvenile justice sector as part of overall support to vulnerable youth.
The program will focus on at-risk youth in vulnerable and targeted communities to support an increase in the ability of youth to gain skills that would allow them to become employed or to establish businesses in the market as well as selected high growth industries as determined under this program. The juvenile justice component will work with the national justice system as well as related entities that provide support to juvenile justice.

Education Required
Advanced degree (Masters level or higher) in economics, social sciences, administration, or international relations or other relevant field.
Language Proficiency Required
Excellent written and oral communication skills in English required. Proficiency in second language (Dutch, Spanish, French) highly preferred.
Other Requirements
-Minimum of 10 years preferred, in positions of increasing responsibility in non-profit or international donor assistance organizations. Prior Chief of Party experience with USAID funded programs in Latin America and the Caribbean strongly preferred; -Prior management of social development programs focused on Youth at Risk, education, livelihoods and civil society strengthening, and implemented with or through NGOs, community groups, municipalities, and private sector groups;
-Planning and implementation of large USAID, State Department and other international donor grants or contracts in high profile programs demanding attention to operational details and relations between donor, host Governments and local institutions; -Excellent interpersonal skills including demonstrated leadership and team-building experience; ability to communicate effectively with program/technical staff. Superior diplomatic and relationship management skills; -Demonstrated capacity to operate in complex, post-conflict environments in multi-cultural and multi-ethnic settings;
-Demonstrated ability to manage, negotiate and coordinate with consortium partners, sub-contractors, and multi-disciplinary short-term and long-term technical assistance teams under complex organizational arrangements; -Track record of successful cooperation with host country governments and USAID missions: Demonstrated flexibility and ability to innovate within the framework of donor compliance requirements.

Duties and Responsibilities
The Chief of Party will:
-Manage a team of program managers, advisors and local staff; -Provide strategic guidance to the team for the completion of program activities; -Perform strategic, financial and operational planning, including work planning, forecasting, training initiatives, and ensuring project compliance with all contractual reporting and financial requirements of USAID; -Coordinate program activities according to the approved work plan and in consultation with USAID and key stakeholders; -Liaise with USAID, partner organizations, local and departmental governments to support Program activities as required; -Ensure that benchmarks, performance goals and indicators are monitored and achieved; -Be responsible for submission of high quality written reports in English and Dutch on program activities capturing impacts related to all activities; -Foster partnerships and alliances to leverage additional funds and support for program activities; -Facilitate clear communication channels within the team and maintain communication with PADF regional offices or Washington DC headquarters as required; -Other duties as required.
Working Relationships
Internal: Interacts daily with regional staff and PADF Program staff, and very closely and on a regular basis with the PADF Headquarters. External: Interacts, as appropriate, with donors, sub-grantees, partners, local governments, organizations and others.
