Senior Health Systems Associate, Asia Ipas Chapel Hill NC, United States


Ipas is an international organization that works around the world to increase women's ability to exercise their sexual and reproductive rights. This senior technical position provides strategic guidance and oversight for training and service delivery improvement strategies, projects and tools as they are being conceptualized, developed or implemented by Ipas programs in Asia. The Sr. Associate is a member of the Asia Regional Support Team and reports to the Asia Regional Director.

The Senior Health Systems Associate works closely with in-country Ipas staff and partners to ensure that program activities are conducted in accordance with agency standards (clinical accuracy and training effectiveness). The Sr. Associate also works with in-country staff to ensure accurate use of Ipas global systems for tracking training and service delivery intervention information and reviews monitoring data to inform programmatic changes and timely correction of deficiencies at both country and regional level. The Sr. Associate seeks additional technical support, as needed, from the Global Health Systems Unit and serves as a two-way conduit of information to ensure that both the in-country and NC Health Systems staff are aware of important innovations, needs, refinements, and lessons learned.

Responsibilities:

TECHNICAL LEADERSHIP
Provide input on country and regional program design, proposal development and reports to ensure core health system components are represented
Review and provide inputs on country-adapted training, educational material, standards and guidelines to ensure consistency with agency standards, and ensures Clinical Affairs provides technical review and sign-off on clinically-related content and recommendations
Ensure that materials and methodologies used in Ipas-supported training and service delivery programs are consistent with Ipas standards
Build the capacity of in-country staff, consultants and the agency in technical content area
Disseminate agency training and service delivery improvement program outcomes and approaches

TECHNICAL ASSISTANCE:
Supply technical inputs to in-country programs on strategic program and event planning, design, implementation and evaluation
Provide technical assistance in the application of effective training and service delivery approaches and models to other units within the agency and partner organizations
Provide technical assistance regarding curriculum adaptation to meet particular program needs
Provide inputs to country teams on HS-related staffing and consultant decisions;
Provide leadership and support for CAC training elements and co-facilitate non-clinical elements of training events as needed;
Ensure country programs are utilizing abortion technology supply and resupply guidance

PROJECT SUPPORT AND MONITORING:
Provide technical assistance in implementing Ipas’ standard procedures for trainee and site support and monitoring
Review quarterly site monitoring results to identify gaps in trainee and site performance and needed improvements
Review country level health system activities entered into the GEM reporting system and track progress in achieving targets
Coordinate with other members of the Regional Support Team to mutually support achievement of results

WRITING AND REPORTING:
Participate in donor processes including report and proposal writing;
Summarize and present technical activities and results to share best practices and lessons learned;
Make presentations related to Ipas training and service delivery improvement efforts as needed.

Requirements:
Master’s degree in public health, social sciences or related field;
8 + years senior-level experience in health systems strengthening, reproductive health training, service delivery improvement, and/or quality assurance programming. Demonstrated leadership, strategic planning and technical skills in health systems strengthening;
Excellent communication and writing skills;
Ability to represent Ipas externally, including communications and negotiations with partners;
Ability to work independently with minimal supervision;
Demonstrated cross-cultural/interpersonal skills;
Demonstrated computer proficiency;
Ability to travel 30% to plan, implement or supervise technical activities.
Demonstrated experience in the design and implementation of training curricula for reproductive health practitioners. Knowledgeable about adult learning methodologies and principles.
