The Center seeks to recruit a qualified and experienced finance professional as Director/Head of Financial Services. The position is located at the Center’s Headquarters in Shanhua, Tainan, Taiwan.
The Job:
The incumbent is responsible for treasury, accounting, budgeting functions and financial systems for the Center’s global operations.
• Formulate and implement financial strategies and policies.
• Assist the Center in macro financial planning, financial analysis, investments, and budgetary control.
• Provide financial advice to the Management, Director General, and the Board of Directors.
• Coordinate with External and Internal Auditors,, Association of International Agricultural Research Centers (AIARC), International Agricultural Research Centers (IARC), etc.
• Participate in the development and implementation of the long and short range plans of the Center and provide a financial perspective to the plans.
• Establish, coordinate, and administer the financial systems. This will include maintaining and upgrading the financial system operated using the Enterprise Resource Planning Maconomy.
• Develop appropriate procedures and maintain database to generate quantitative reports on Center’s operations to meet the requirements of stakeholders, donors, Board of Director Members, Management and staff.
• Recommend to the Management and Board appropriate and low risk investment practices to maximize return on investments.
• Formulate and prepare the annual finance/budget plans and reports in close collaboration with the members of the Management, Global Theme Leaders and Regional Directors.
• Participate in project development and implementation activities through close interactions with Project Managers, Line Managers across themes, regions and offices, and office of Deputy Director General – Research through Grants and Partnerships.
• Assist in costing of services and put systems to ensure full recovery of all indirect cost from projects.
• Conduct review of financial component in proposals, contracts, agreements and other contractual documents to ensure the financial interests of the Center are taken care.
• Provide necessary financial reports to donors and to other agencies as required.
• Manage the Center’s assets through appropriate accounting practices.
• Oversee the operations of the Finance function at Headquarters and regional locations.
• Undertake any other activities as assigned by the Supervisor
The Person:
Applicants should have an internationally recognized professional accounting qualification or an MBA with specialization in Finance. At least 10 to 15 years of post qualification experience including international experience in financial management. Experience with computerized financial, accounting and management reporting systems are essential.  Proficiency in written and spoken English is essential.
The candidate must be able to work as a member of interdisciplinary teams in a multicultural, multinational environment, and should be able to interact effectively with donors, partners, staff members, etc.
The Reward: This is an Internationally Recruited Staff (IRS) position with competitive pay and benefits. The initial appointment is for three years and may be extended depending on requirement, funding availability, and performance of the incumbent.
