Objectives

The African development Bank is a leading development institution in the continent, focused on promoting economic development and poverty reduction. The Bank has integrated operations, lending directly the public and private sectors through a variety of instruments. It also provides advisory services. The Bank core operational priorities include infrastructure, private sector development, governance, regional integration, and engagement in fragile states. It has an increasing country presence through a growing network of 26 field offices. The Vice presidency of the Chief Operating Officer (COO) forms part of reforms introduced in the 2008-2012 MTS designed to improve coherence and coordination across complexes, ensure strategic priorities are reflected in resources allocation, enhance monitoring and management of performance, and strengthen the focus on results. Within the COO, the Quality Assurance and Results Department (ORQR) provides advice and support in the design, preparation and, implementation of operational policy matters, and spearheads the implementation of the Bank’ Action Plan on Quality and Results, including supporting the Bank’s international commitments on aid effectiveness in conjunction with other parts of the Bank. The department comprises four divisions: Results Reporting; Quality Assurance; Compliance and Safeguards; and Gender and Social Development Monitoring. Within ORQR, the incumbent will be assigned to the Quality Assurance Division, where he/she will contribute to spearheading the quality assurance agenda of the Bank, covering quality-at-entry and quality of implementation and monitoring of both operations and country strategies. The incumbent, under the direction of the Manager, ORQR.2, will carry out the specific tasks described below.

Duties and responsibilities

  • Assist the division in coordinating quality-at-entry (QaE) assessment of operations (projects and programmes), and country strategy papers (CSPs) through the readiness review (RR) exercise;
  • Support colleagues of regional departments in applying the QaE assessment methodology;
  • Contribute to the annual assessment of the QaE of Bank operations and CSPs, especially by leading the data collection and analysis process;
  • Contribute to analytic work and knowledge products undertaken by the division;
  • Contribute to the development of training materials on quality assurance tools used by the bank; prepare presentations and modules on quality at entry and quality of implementation with other division staff
  • Organize training, learning and knowledge dissemination events aimed at Bank staff both at headquarters and in field office;
  • Develop a training and knowledge dissemination strategy for the division, assessing the feasibility of different delivery methods, including web-based;
  • Serve as of member the project clinics and help desk initiatives established to provide hands-on operational support and technical backstopping to project teams;
  • Maintain effective working relationships with staff of Regional and Sector Departments, including Field Offices, to ensure Bank-wide ownership/internalization and effective application of quality assurance tools;
  • Undertake any other task as the Manager ORQR.2 may assign to the incumbent.

Selection Criteria

  • At least a Master’s Degree in Economics, Business Administration, Public Administration, or related field.
  • Minimum of four (4) years of relevant work experience, preferably gained in a Multilateral Development Bank and/or in the field in ADB Regional Member Countries, and in one or more of the following areas: project preparation, project management, logical framework and use of indicators, country strategy formulation, portfolio performance management.
  • Experience in developing training materials, disseminating research and knowledge products.
  • Exposure to operational policies and procedures of aid agencies.
  • Knowledge of results-based approaches.
  • Strong analytical/evaluative skills, with attention to details.
  • Ability to write effectively in French and/or English with a working knowledge of the other.

The Scientist will do research on the ecological and silvicultural aspects of tropical plantation forestry for the production of goods and services (including timber, biodiversity, and carbon) from the stand to the landscape level. The position involves research, research coordination and fundraising.

Specific research plans will be defined at the beginning of the contract. Research activities will broadly focus on:

  • Small holder plantation forestry and local innovations.
  • The role of fast growing tree plantations in meeting future bio-energy demands and their potential environmental impacts.
  • The biophysical dimension of planted forests for the restoration of environmental services.
  • Tree plantations in a landscape context for meeting conservation and production purposes.

Duties and Responsibilities:

The Scientist is expected to:

  • Work with research partners and practitioners and interact with policy makers to enhance the impacts of the research and provide scientific leadership within CIFOR.
  • Team up with CIFOR researchers and partners in other programmes and disciplines and with researchers from collaborating CGIAR centres in the context of the Research Program on Forests, Trees and Agroforestry.
  • Produce quality publications and dissemination materials such as policy briefs, substantive reports, and peer-reviewed publications in high-impact journals.
  • Develop and maintain donor relations; report to donors and make sure that donor requirements are met; attend donor meetings, contribute to developing research proposals, coordinate with other CIFOR scientists in the region to leverage funding.

Its role in CIFOR is to provide scientific and human resources so that research in thematic areas can achieve their expected outcomes. The Director will lead research and ensure that it is optimally integrated with research on livelihoods and governance issues to advance human well-being, environmental conservation, and equity. The nature and duration of these partnerships is determined by the specific research problems being addressed. This research agenda is under constant review and is subject to change as CIFOR's partners recognize new opportunities and problems. Details of CIFOR's program can be found at: www.cifor.org.

Publicly funded organisations like CIFOR are under pressure to demonstrate the efficiency, effectiveness and relevance of their work. This requires having systems and methods in place to track impact. It is more difficult within the natural resources sector to quantify impacts when compared to the agricultural and other commodity sectors. While it is generally accepted that forests can contribute to reducing extreme poverty, we must also demonstrate the extent to which our work actually makes this possible. A key difficulties is that forest benefits tend to take longer to realise than agricultural commodities. Impact is often dependent on events beyond our control. However, there are quantifiable outputs and qualitative indicators of impact that can be used to demonstrate progress towards reducing poverty and other targets. In addition demonstrating impact at the project level tends to be easier than at the centre level. The challenge therefore is to find innovative ways for measuring impact in the natural resources sector and finding effective ways of communicating some impacts.

The Position

The impact assessment scientist will be supervised by the Deputy Director General and will work closely with research directors, regional coordinators. In addition, the impact assessment scientist will have professional contact with CIFOR scientists.
The specific responsibilities for this position are:

  • Contribute to the strategic planning and prioritisation of research investments
  • Assist scientists with grant proposal development and to plan their research so as to achieve greatest possible impact.
  • Work closely with programme directors and researchers in designing projects to ensure that the right questions are asked at the design stage and to clarify impact pathways, suggest means or approaches to maximise any multiplier impacts, and conduct ex ante impact assessment
  • Design impact tracking and monitoring protocols to ensure that project/research impacts are well documented and eventually adequately assessed and ensure compliance with centre mission and project objectives
  • Contribute to the input of CIFOR to CGIAR and partner organisations impact assessment
  • Support preparation of centre documents such as the medium term plan, annual plans and impact studies.
  • Contribute to the Center's research and training on impact assessment

Key responsibilities of the position are:

Measuring impact

  • Development and testing of methods for monitoring and assessing the external uptake, influence and impact of CIFOR research
  • Act as the focal person for the development and promotion of internal processes that support a centre-wide impact assessment framework and a rolling programme of monitoring, evaluation and impact assessment activities to strengthen CIFOR's scientific programmes and improve accountability and impact-related performance
  • Conduct specific impact case studies of major CIFOR projects and ex-post evaluation of CIFOR's overall impact
  • Identify and arrange contracts for consultants to carry out specific impact assessment studies

Providing strategic input

  • Providing input to the programmes/domain strategic direction and research investments
  • Assessment of current programmatic capacity in impact assessment, with suggestions for building capacity if required

Centre-level reporting

  • Coordinate and contribute to the development of briefing materials on CIFOR's impact including impact statements for the Internet sites, donor briefs and other products
  • Identification, design and coordination of impact assessment studies for CIFOR's contribution to the CGIAR Performance Measurement System
  • Contribute to the internal and external reviews of the Center's work

Communication

  • Represent CIFOR at relevant CGIAR and stakeholder forums in regards to CIFOR's programme and activities in research evaluation and impact assessment
  • Liaise with partners in other CGIAR centres and national programmes on issues relating to impact assessment and evaluation
  • Research and maintain an up-to-date bibliographic information resource on impact assessment and evaluation, and making this accessible to CIFOR staff

Requirements

Qualifications
Minimum qualification is a PhD in impact assessment or a relevant area (e.g. forestry, micro-economics, rural development, and natural resources management).

Relevant experience

  • Between five to eight years work experience in impact assessment, including three years in a research and development institution and three years with a multidisciplinary team
  • Experience with designing impact assessment protocols, monitoring, evaluation and up-to-date knowledge of impact assessment methodologies is required

Other competencies

  • Excellent analytical and synthesis skills
  • Excellent interpersonal and communication skills, with the ability to effectively interact with people in a multi-disciplinary and multi-cultural environment

The Center: CIP is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweetpotato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor. The Position: This position will be based in Quito, Ecuador and report directly to the Regional Operation Leader for Latin America and the Caribbean (LAC). The Project Coordinator will assist in implementing CIP’s organizational mission through efficient and effective project management in the LAC region and assuring compliance, monitoring and reporting as well as Knowledge Management. S/he will also contribute to research associated with CIP programs in the LAC region and will ensure the appropriate links between bilateral projects, CIP Global Programs and CRPs, S/he will also contribute to interaction with projects in other CIP regions as appropriate.

Project Management (40%):

  • Coordinate the project management and implementation of MS. Project with project PIs and Regional Operation Leader.

Job Purpose
The post of HR & Administration Coordinator is placed at the level of Senior Programme Officer; and is directly reporting to the Country Representative. Finance Trainee

Salary: £18,415

We are looking to recruit a Finance Trainee in our UK office. You will be joining a leading international organisation at a time of growth. This new role offers an exciting opportunity to contribute towards the effective functioning of WaterAid's Global Finance Team.

Reporting to the UK Finance Manager, you will primarily be responsible for supporting the UK Finance team, and in particular the accounts payable function. Tasks include the entering of supplier invoices/expense claims onto the accounting system, reconciling supplier invoices per the accounting system to supplier statements, and ensuring invoices are correctly coded and authorised.

You will also be responsible for liaising with country programme finance staff to ensure costs are allocated correctly to each office. You will also be responsible for preparing bi-weekly cheque and cash donations for banking.

The role also involves the raising of sales invoices and liaising with trade debtors to ensure prompt payment, and the reconciliation of bank accounts as part of month end processes.

This role would be suitable for someone who is seeking to embark on a career within accounting and finance and looking to start working towards a formal accountancy qualification. Study support will be considered by WaterAid in support of this.

WaterAid Policy Research Officer : Abuja, Nigeria

WaterAid is a UK registered international charity dedicated to the provision of safe water, sanitation and hygiene education to the world’s poorest people. We support local organisations to manage low cost, sustainable projects and also influence policy makers to secure the right of poor people to affordable water and sanitation services.

To effectively implement our country strategy, WaterAid in Nigeria is inviting applications from suitably qualified candidates to fill the position of Policy Research Officer to be based at the Country Office in Abuja.

You will successfully support the planning, implementation and documentation of surveys and researches in WaterAid in Nigeria and contribute in making recommendations based on the findings. As the successful candidate, you will also support policy and advocacy research initiatives for evidence-based advocacy.

You will have experience in extensive research, analysis and report writing. Knowledge and experience in the development sector and the policy environment is important to this role.

Minimum requirement for this position is a university degree with a minimum working experience of 3 years (post qualification) of which 2 years must be in a similar role. Experience of working in the WASH sector will be an added advantage.
