Municipal development fund technical advisor Kabul, Afghanistan

Chemonics seeks a municipal development fund (MDF) technical advisor for the anticipated USAID-funded​ Strong Hubs for Afghan Hope and Resilience (SHAHAR) Program. SHAHAR aims to improve the performance and accountability of governance in Afghanistan by strengthening subnational governance to meet citizen priorities and needs in service delivery. The program will assist the General Directorate of Municipal Affairs (GDMA), mayors and municipal administrations, and municipal advisory boards. 
 
Assistance through SHAHAR will aid the Government of the Islamic Republic of Afghanistan (GIROA) to develop an MDF to help municipalities achieve their five-year comprehensive urban plans. The program will work with the GDMA, Independent Directorate for Local Governance, and Ministry of Finance to design and operate a nationwide MDF pilot program. Through the pilot, the project will demonstrate the benefits of the MDF to GIROA officials while preparing them to independently manage the MDF over the long term.
 
The MDF technical advisor will be based in Kabul. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
 
Responsibilities include:
  • Provide direct assistance to GIROA officials on developing a system of equitable national-to-municipal fiscal transfers and bringing GIROA in line with international best practice
  • Work closely with the GDMA, Independent Directorate for Local Governance, and Ministry of Finance to design, prepare, and operate a nationwide MDF pilot program  
  • Guide the creation of a framework for managing the MDF, including an objective and transparent methodology to distribute resources
  • Design initiatives that prepare GIROA officials to independently manage the MDF
  • Collaborate with GIROA officials and USAID to ensure that MDF grant eligibility requirements mirror those used by model initiatives around the world, particularly those of similar World Bank-driven initiatives
Qualifications:
  • Advanced degree in international development, public administration, public policy, or a related field required
  • Minimum five years of progressively responsible professional experience
  • Technical expertise designing, implementing, and/or operating nationwide MDF programs, or similar programs
  • Experience working with the Municipal Development and Lending Fund of West Bank and Gaza or the Municipal Development Fund of Georgia highly desired
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
