Quality assurance advisor Jakarta, Indonesia

Chemonics seeks a quality assurance advisor for the USAID-funded Indonesia Higher Education Leadership and Management Project (HELM). The government of Indonesia has made important strides in higher education. The demand for highly skilled human resources professionals is accelerating, and Indonesian higher education institutions lack the quality needed to meet the demands of national development. Key considerations include trends in Indonesia higher education; the Indonesian government's roles, priorities, and policies, findings from the USAID Assessment of Tertiary Institutions, and USAID’s emerging global education framework. The quality assurance advisor will provide intermittent short-term technical assistance​, based in Jakarta, and will cover the final three years of HELM, which concludes November 30, 2016. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
  • Provide technical assistance to HELM program staff, subcontractors, Directorate General of Higher Education​ (DIKTI) partners, and universities in the domain of quality assurance 
  • Guide HELM technical specialists, including technical support for the methodology, design, and implementation of program assessments; input into policy recommendations and green papers; and ongoing guidance for and collaboration with HELM technical specialists 
  • Assist universities with developing systematic policies and processes to obtain feedback from sources inside and outside the university about the quality and relevance of academic programs
  • Support universities to improve quality and promote systematic review and revision of education quality policy and structures
  • Increase universities' capacity to initiate and manage partnerships to enhance quality and expand teaching and research options for personnel and students
  • Contribute to quality assurance planning, including global quality standards and improving relevance of activities and events
  • Design quality assurance training
  • Submit trip reports to chief of party, including analysis of activities to date, plans for ongoing programming, collaboration with HELM program specialists and subcontractors, and other support to HELM quality assurance specialist to ensure technical guidance as program activities are designed and implemented
Qualifications:
  • Master’s degree in one or more relevant fields required; additional professional certifications in relevant fields a plus
  • Minimum 10 years of experience in the development and implementation of quality assurance approaches at higher education institutions, including approaches that engage external stakeholders in an extensive manner and focus on improved outcomes in student learning and performance
  • Experience in undertaking activities aimed at enabling higher education institutions to develop quality assurance approaches supportive of the sustained delivery and continuous improvement of quality teaching, research, and service, particularly as it relates to ensuring the value and relevance of such programs to external stakeholders
  • Familiarity with cultures and academic institutions of Indonesia and Southeast Asia ​preferred
  • Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed
  • Experience working in developing countries; experience in Indonesia preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English, both written and verbal
