Security operations director Kabul, Afghanistan

Chemonics seeks a security operations director to join the country security team (CST) in Afghanistan. Under the leadership of the country security director (CSD), the CST oversees the safety and security of all Chemonics' existing and anticipated projects in Afghanistan. The security operations director is an integral leader within the CST is to ensure that its operational capacity is both appropriately scaled and optimally utilized to meet the safety and security needs and priorities of Chemonics’ projects and new business activities in Afghanistan. This is a long-term position based in Kabul, with the potential of significant in-country travel. Responsibilities include:
  • Perform contract management and performance oversight of security subcontractors  
  • Conduct threat assessments and incorporate findings into security operations by modifying security policy, posture, and procedures as necessary, with final approval by the CSD
  • Direct, coordinate, and monitor the manning of security providers; provide technical oversight to ensure operational priorities are respected, modified, postponed, or cancelled within the known security parameters of any given location; liaise with security management unit (SMU) regarding invoice review and processing and financial management of subcontracts
  • Oversee security-related inventories (e.g., medical supplies and GPS trackers) at Chemonics project sites, offices, and residences to ensure safety and security compliance and the application of security best practices
  • Oversee the coordinated utilization of the Chemonics vehicle fleet to ensure appropriate geographical and operational coverage at all locations
  • Participate in long- and short-term contingency planning events ensuring that employees are fully briefed and resources are pre-positioned to enable plans to be rehearsed and implemented without constraint
  • Contribute to the implementation and continual refinement of Chemonics' safety and security policy and procedures in Afghanistan
  • Supervise local national operations manager and other appropriate individuals
Qualifications:
  • Associate degree or higher in a relat​ed field of study; or high school diploma, GED, or equivalent with a relevant level and combination of experience may be accepted in lieu of an associate degree; preference will be given to candidates with a high level of professional knowledge and extensive work experience
  • Minimum five years of military, security, or law enforcement experience with mid-level management exposure to staff supervision, resource allocation, and contingency planning in a hostile and dangerous environment
  • Minimum two years of security operations experience in multicultural teams comprised of both direct employees and personnel from subcontracted security providers, including experience in contract and program management of subcontractors
  • Knowledge of industry-wide security operations best practices and a willingness to develop an in-depth knowledge of Chemonics’ security policies and procedures
  • Understanding of the role security plays in the development context
  • Comprehensive verbal and written communication skills and a proven ability to provide clear and precise instruction to employees and subcontracted security providers
  • Excellent interpersonal skills and an ability to maintain positive working relations in situations often defined by restrictive deadlines and conflicting operational priorities
  • Ability to use computer applications such as Microsoft Excel, Word, PowerPoint, and Access as a tool for information sharing and internal communication
  • Demonstrated leadership, versatility, and integrity
  • Fluency in spoken and written English required; working knowledge of Dari or Pashtu preferred​
