Deputy country security director Kabul, Afghanistan


Chemonics seeks a deputy country security director-planning to join the country security team (CST) in Afghanistan. Under the leadership of the country security director (CSD), the CST oversees the safety and security of all Chemonics' existing and anticipated projects in Afghanistan. The deputy country security director-planning is an integral leader within the CST whose primary mandate is to facilitate the collection of information and evaluate it to support the CSD and the operations team to best execute security operations. We are looking for individuals who have a passion for making a difference in the lives of people around the world. This is a long-term position based in Kabul, with the potential of significant in-country travel.​

Responsibilities include:​
  • Establish and manage a comprehensive network of interlocutors capable of providing Chemonics with reliable and regular intelligence information in a safe and confidential manner
  • Manage and evaluate the usefulness of all-source intelligence and information
  • Prepare reports and briefings for regular or ad hoc distribution within CST, including the CSD and his/her designee, and subsequently to internal project clients
  • Coordinate internally with the CSD, the security operations director, and additional CST members, as well as with contracted security providers, to ensure that the latest threat and security information is effectively communicated and disseminated
  • Work with new business capture teams and implementing projects to ensure that the most up-to-date and accurate security information is used in the writing and budgeting of project proposals
  • Participate in the recruitment and start-up and eventually lead the Chemonics information operations team to provide consolidated and coherent intelligence information to Chemonics’ employees and the CST
  • Collaborate with and provide concurrent feedback to subcontracted training providers in the development and execution of a roadmap for the training of all Chemonics in-country staff
  • Ensure prioritization and quality control are applied to safety and security training modules and recommend new course material where necessary
  • Provide oversight to a comprehensive training program executed by a subcontracted provider
  • Serve as acting country security director during absence or as required
  • Supervise the local national manager of security planning
Qualifications:
  • Associate degree or higher in a related field of study; a high school diploma, GED, or equivalent with a relevant level and combination experience may be accepted in lieu of an associate degree
  • Minimum five years of military, security, or law enforcement experience with mid-level management exposure to information gather​ing, treatment, and reporting in a professional context of short deadlines and sometimes conflicting priorities
  • Minimum two years of combined intelligence operations experience, including conduct of threat and vulnerability analysis, counter-intelligence, and unprocessed information experience and the collection of human intelligence 
  • High level of demonstrated professional knowledge and extensive work experience particularly in Afghanistan preferred
  • Experience in the establishment and use of national, provincial, and local networks to provide information intelligence and raw data
  • Knowledge of existing information management databases and commitment to continuous learning in order to assimilate instruction on new systems and techniques into Chemonics' information management best practices
  • Consummate communication skills and a proven ability to produce and present written and oral information products to end-users and decision makers
