OBJECTIVES OF THE PROGRAMME : The objectives of WHO's emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO's emergency response team are to support Member States by: (1) promptly assessing health needs of populations affected by a crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services; (2) coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee 3) ensuring that critical gaps in the health response are rapidly identified and filled; 4) revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response. All the above are building on the performance standards and core commitments of the WHO Emergency Response Framework (ERF) and the four critical functions in emergency response: leadership; information, technical expertise and core services. Purpose of the position; To support the formulation and implementation of strategies and work plans for WHO's emergency response operations to the Syria crisis in Turkey at country level. Coordinate and report on the operational and technical components with UN partners and government entities, primarily with the Ministry of Health, establishing clear lines of communication. Implement, monitor, evaluate, drawing lessons to be learnt, and ensuring a concerted approach of WHO in all areas of the emergency response operations, as well as promoting and fostering effective collaboration with and providing technical advice to other agencies and consolidating strategies to gear up WHO response capacity, including identifying needs and funding gaps and resource mobilization to fill gaps. | |

REQUIRED QUALIFICATIONS | |
Education: Essential: Advanced university degree in disaster management, public health, health policy or relevant international political/social sciences. Desirable: Degree or studies in management or public administration. | |
Skills: Functional skills and knowledge:

Experience: Essential: At least eight years' experience in emergency and humanitarian response, combined at national and international level, with emphasis on emergency management and related strategy development, capacity building and their implementation. Experience in developing and promoting collaborative partnerships and/or experience in developing countries. Desirable:Experience or sound knowledge of WHO mandate and goals in emergency risk and crisis management or experience in UN organizations/agencies, international institutions or NGOs. | |
Languages: Essential: Excellent knowledge of English and working knowledge of another WHO and/or EURO official language. | |

Monthly salary: (Net of tax) USD 5,623 at single rate USD 6,038 with primary dependants | Post Adjustment: 44.6 % of the above figure(s).
