Job Summary

​Cardno TEC is currently recruiting for a Water Resources Specialist in our Honolulu, HI office.  The Water Resources Specialist (WRS) participates in the development and delivery of water resources services and sales in the areas of Watershed planning, Capital Improvement Project (CIP) planning, Low Impact Development (LID), and Basin planning. Working hours per week may vary depending on marketing requirements, project proposal deadlines, project demands, and wet weather sampling needs. 

Key Responsibilities

​Primary Duties and Responsibilities include the following in addition to other duties that may be assigned:
  • Apply professional competence on all aspects of project development and execution including client contact, participating on proposal teams, project and task management, and technical work
  • Develop regulatory compliance programs and projects for federal, state, and local agencies as well as private industry
  • Develop, participate in, and manage water quality, flow monitoring, and sediment sampling projects for storm drain systems and natural channels, including field work
  • Prepare water quality technical reports in support of environmental documents
  • Complete NPDES permit or Waste Discharge Requirements applications
  • Support clients through review and comment periods on proposed regulations or draft permits
  • Assist clients in negotiating discharge permit conditions providing technical support to project planning and engineering design to identify and achieve water quality considerations
  • Install, setup, and operate automated instruments for hydraulic/hydrologic monitoring and water sampling
  • Assist with monitoring site design and installation
  • Prepare and implement field tasks and operations
  • Troubleshoot and maintain monitoring systems and equipment
  • Conduct data acquisition
  • Follow safety and technical protocols
  • Mentor junior personnel
  • Exercise professional judgment and discretion
  • Meet individual goals for marketing, time sold, project profitability, and deadlines set by the client or supervisor
  • Working hours per week may vary depending on project demands and wet weather sampling needs. Field work will occasionally require working at night, on weekends, and during holidays

Other Requirements

​Minimum Qualifications Required:
  • Must pass a background check
  • Must possess a valid driver’s license
  • Bachelor’s Degree (MS desired), preferably in civil or environmental engineering or related scientific field
  • Professional registration is desired
  • Possess a sound understanding of regulatory agency permitting and compliance requirements, including state and federal water quality laws and regulations
  • Basic computer skills, including both software and hardware operational abilities
  • Demonstrated excellent organizational skills, project management, and time management skills
  • Demonstrated excellent communication and writing skills
  • Demonstrated ability to work independently with limited supervision
  • Ability to conduct field work in a team environment under stressful conditions
  • Understand safety and technical protocols
Training and Experience:
  • Ten years of relevant experience
  • Significant experience in the following areas: 
  • Stormwater Best Management Practice selection and/or design, watershed assessment and management
  • Storm Water Pollution Prevention Plans (SWPPP);
  • Development of water quality technical reports or stormwater data reports to support environmental documents under National Environmental Policy Act
  • Preparing applications and negotiating the conditions of NPDES permits or Waste Discharge Requirements
  • Water CIP and LID design, planning, and engineering
  • Hydraulic/hydrologic and water quality modeling

  • Specific vision abilities required by this job include, close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus
  • Field work will be required to be performed in varying weather conditions, often occur during inclement weather on a variety of terrains
  • Will be required to perform other duties as requested, directed or assigned
