OBJECTIVES OF THE PROGRAMME :
The mission of the WHO Regional Office for Europe is to support Member States in: (i) developing and sustaining their own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health. All four aspects are implemented within the framework of the European Policy Health 2020.
The Division of Policy and Governance for Health and Well-being (PCR) leads and coordinates the implementation of the Health 2020 - the European policy framework supporting action across government and society for health and well-being. It supports development of national and sub-national health policy in Member States and provides strategic and technical directions and leadership on governance for health and health equity. Key areas of responsibilities of the Division include social determinants of health, gender, human rights and vulnerabilities and the coordination of the Healthy Cities Network, as well as the Regions for Health Network.

The PCR Division has staff located in Copenhagen and in Venice (WHO European Office for Investment for Health and Development, Venice, Italy). The overall mission of the Division is a) to lead and coordinate the implementation of the new European Policy and Strategy for Health and Wellbeing - Health 2020 and the findings of the major studies that informed the development of Health 2020 (European Social Determinants and Health Divide Review; Governance for Health; and the Economics of Health Promotion) and b) to provide strategic directions and technical leadership in a number of programmatic areas that also have a strong relevance (cross-cutting) to the work of all technical divisions.

The programmes and technical areas of work that are the responsibility of the PCR Division are as follows:

Purpose of the post:
Management of the technical programme developing strategies, tools and capacities in relation to governance for health and wellbeing in line with the European Policy- Health 2020 and advising European Member States in developing and implementing mechanisms, processes and institutional arrangements supporting whole of government and whole of society approaches for health and wellbeing. The incumbent will also ensure coherence and coordination of the WHO European Office work across Divisions on Governance The work will involve working with a diverse Region consisting of low, medium and high income countries. Reducing health inequalities and improving leadership and participatory governance for health are the two main strategic objectives of Health 2020.
Description of duties:
Under the guidance of the Director, Policy and Governance for Health and Wellbeing, the incumbent will assume the following responsibilities and achieve the following objectives:

A. Core responsibilities in assisting Member States in relation to leadership and governance for health include:
  • dialogue with and strategic advice to policy makers on Health in All Policies, Whole of Government and Whole of Society approaches for health and wellbeing;
  • technical assistance including the development of mechanisms, instruments and tools such as national strategies for inter-sectoral action, policy dialogues, assessment of performance for health as well as sustainable capacities for shared governance; and
  • advocacy and advice for the enhancement of the leadership capacities and skills of health ministries and senior officials in reaching out other sectors and their pursuit to put health high on the social and development agendas of their countries.
B. Core responsibilities in providing intellectual and technical leadership and guidance in directing the development of a European policy and knowledge on governance for health and well being include:
  • acting as the WHO EURO senior technical expert and focal point for governance for health and well being;
  • coordinating and ensuring coherence of the work on governance across the WHO Office for Europe in close cooperation with the Venice Office (WHO European Office for Investment for Health and Development) and the Division of Health Systems and Public Health;
  • updating the Health 2020 Implementation Package components relating to governance;
  • systematically identify European and other experiences and knowledge in the area of governance for health ( e.g. relevant to Health in All Policies, health outcomes and policies performance assessment, influencing other sectors to incorporate health concerns in their policies, institutional changes and mechanisms for working with other sectors and engaging civil society and people empowerment), and documenting gaps to stimulate further research in this area;
  • producing and synthesizing knowledge related to the health policies, strategies and plans, and related processes and mechanisms to build the evidence for dissemination to Member States;
  • producing evidence based guidance, resource materials and tools as well as case studies and authoritative and relevant policy papers and briefs on the subject matter; and
  • documenting and rendering explicit the pros and cons of various governance options in the context of the socio-political and organizational context of the diverse countries of the European Region.
C. Core responsibilities as a Programme Manager:
C.1. technical nature:
  • to ensure technical quality in the technical programme;
  • to ensure consistency and cohesiveness with the WHO guidelines and approaches, and messages, contributing to the WHO normative function;
  • to be responsible for the overall timeliness and quality of all programme deliverables of both country and inter-country workplans;
  • maintaining a pool of accredited consultants.
  • C.2. managerial nature:
    • to provide leadership and managerial oversight to the work of all programme staff;
    • to mobilize resources to efficiently deliver services/products within country and inter-country workplans;
    • to be responsible for the planning and allocation of resources within country and inter-country workplans in consultation and coordination with the Director of the Division;
    • to act as 1st level supervisor for assigned staff of the programme including monitoring of performance through reporting & evaluation, monitoring of workload, coordination within the division regarding travel, holidays, funds availability.
  • REQUIRED QUALIFICATIONS
    Education:
    Essential: Advanced University degree in health policy, social policy or health administration and management.
    Desirable: Doctorate in health policy or health system management.
    Skills: 

    Essential: Proven skills and experience in health policy development involving different sectors and strengthening participative governance for health in countries. In depth knowledge of political, social and health systems of countries of the European Region.
    Knowledge of standard text, spreadsheet and presentation software applications required.
    Desirable: Knowledge of the WHO and UN system.

    Experience:
    Essential: At least ten years hands-on working experience in inter-sectoral governance and health policy development including at least 5e years at international levels. Three to five years of practical experience in implementing or advising on and building capacity for whole of government and whole of society approaches for health and wellbeing. Experience of advising lower and middle income countries. Management experience in the field of inter-sectoral governance.
    Desirable: Experience working with or in other multi- and bilateral development agencies active in the health sector.
    Languages:
    Essential: A very good command of the English language and knowledge of another WHO official language and/or EURO official language.
    Desirable: Knowledge of other WHO EURO languages.
    Additional Information:

    USD 80 734 at single rate
    USD 86 904 with primary dependants
    Post Adjustment: 75.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
