Senior Policy & Advocacy Specialist for Tanzania

Position Summary
Futures Group seeks a Senior Policy and Advocacy Specialist for an anticipated USAID program in Tanzania to strengthen the Community Care and Social Service System. The Senior Policy & Advocacy Specialist will lead the strategy and implementation of the project's policy and advocacy activities. The Sr. Policy & Advocacy Specialist will have strong technical and policy expertise related to community-based programs and/or health/HIV/AIDS programs, including Tanzania's Most Vulnerable Children (MVC) program. Successful applicants will have experience working with or supporting Ministries / Government departments on policy development and implementation.
Key Responsibilities
  • Lead policy analyses, recommendations, and assessments for client and government, managing policy briefs and advancement in policy priorities.
  • Work closely with Government Ministries and/or departments on advocacy plans.
  • Advise, advocate and operationalize national policy and create linkages across line ministries.
  • Foster an enabling policy and regulatory environment.
  • Work strategically with local government to implement national policies at regional and district levels.
  • Perform other related duties and responsibilities as assigned.
Qualifications
  • Master's Degree or higher in social sciences, public health, public policy, political science, public administration, communication, or a related field.
  • Significant experience in policy analysis, an in depth understanding of the Tanzanian policy environment, as well as advocacy, preferably within the OVC sector.
  • Demonstrated strength and experience providing technical assistance, crafting technical reports, and policy briefs targeted to decision makers.
  • Proven ability to work collaboratively and build consensus across diverse sets of stakeholders, including governmental, nongovernmental, and international actors.
  • Prior experience working with USG-funded programs is preferred.
  • Strong written and oral communication skills for high-level policy audiences.
  • Strong facilitation skills required.
  • Must be fluent in English and Swahili.
