Job Summary

​Cardno TEC is currently recruiting for an Environmental Assessor in our Honolulu, HI office. The Environmental Assessor will be responsible for conducting Phase I and Phase II Environmental Site Assessments (ESAs) and Environmental Compliance Plans (ECPs) and environmental regulatory compliance audits.  The chosen candidate should be capable of developing and implementing site health and safety plans, sampling and analysis plans, work plans, and quality assurance project plans. Familiarity with a variety of plans and permits that may come under the purview of environmental analysis for regulatory compliance is desired. The candidate should have a strong understanding of, and the ability to clearly synthesize, pertinent aspects of chemistry, natural sciences, and public health that pertain to environmental compliance and remediation.
 
The ideal candidate will be comfortable managing subcontractors, preparing written cost proposals for various environmental services and compliance projects, supervising entry-level personnel, and meeting and interacting with clients.

Key Responsibilities

​Essential Duties and Responsibilities:
  • Conduct Phase I and Phase II ESAs and ECPs
  • Prepare sampling and analysis plans and work plans
  • Conduct remedial investigations related to Resource Conservation and Recovery Act (RCRA), Comprehensive  Environmental Response, Compensation, and Liability Act (CERCLA), or other hazardous waste/regulated materials releases
  • Collect, handle, and ship samples of soil, sediment, surface water, groundwater, soil vapor, and/or other media per applicable and/or appropriate regulations and requirements
  • Provide oversight for the installation, development, and sampling of groundwater monitoring and/or production wells
  • Properly manage investigation-derived waste
  • Operate and maintain meteorological, air, and water quality instruments
  • Work on projects both independently and as a member of a team of geologists, engineers, and/or environmental scientists
  • Support National Environmental Policy Act (NEPA) documents (i.e.: environmental assessments and environmental impact statements)
  • Lead, participate, or support environmental regulatory compliance audits
  • Supervise entry-level personnel on small projects
  • Manage subcontractors
  • Prepare written cost proposals
  • Meet and interact with clients

Other Requirements

​Minimum Qualifications Required:
The candidate must meet the requirements for an Environmental Professional as defined in 40 CFR Part 312.10 and briefly summarized below:
  • Hold a current Professional Engineer or Professional Geologist license or registration and have 3+ years of full-time, relevant experience
OR
  • Be licensed or certified by the federal government, a state, tribe, or US Territory to perform environmental inquiries and have 3+ years of full-time, relevant experience
OR
  • Have a baccalaureate or higher degree from an accredited institution of higher education in a discipline of engineering or science and 5+ years of full-time relevant experience
OR
  • Have the equivalent of 10 years of full-time relevant experience
Candidates should also have:
  • Hands-on experience in remedial investigations, groundwater investigations, and environmental compliance
  • Strong knowledge of federal and State of Hawaii environmental regulations and guidance documents
  • Understanding of remediation technologies and methods
  • Ability to exercise professional discretion and judgment
  • Strong communication skills
  • Demonstrated effective technical writing skills
  • Ability to manage subcontractors and work with regulators
  • Ability to conduct core aspects of environmental investigations
  • Perform other duties as assigned
Training and Experience Desired:
  • Experience with environmental chemistry and database software
  • Strong analytical chemistry background in hazwaste site investigations
  • Experience in field sampling, sample management, lab protocols/method/procedures, data management, data validation procedures, risk assessment, toxicology
  • DoD/EPA Quality Assurance Project Plan (QAPP) experience
  • Experience in environmental investigations, feasibility studies, design, remediation, risk assessment, hazardous waste management, construction management, energy audits, regulatory compliance and audits, environmental management systems, facilities management or related fields
  • Experience supervising and conducting all appropriate inquiries under CERCLA Phase I and Phase Environmental Site Assessments (ESAs), Environmental Baseline Surveys (EBSs), and Environmental Condition of Property (ECOP) documents
  • Experience developing sampling programs and protocols for sampling soil, sediment, surface water, groundwater, soil vapor, or other media
  • Demonstrated success in training entry-level personnel to perform sample collection per applicable EPA guidelines
  • Experience with the installation of groundwater monitoring/production wells
  • Experience preparing environmental compliance audits
  • Experience preparing technical reports and NEPA documents.
  • Current OSHA HAZWOPER training
  • Demonstrated record of working safely with others

Additional Considerations: May be required to work in project locations remote from their home office for extended time periods, and such remote deployments may recur with as little as three (3) calendar days intervening between deployments.
