Program Manager II - WASH Cluster Coordinator

Catholic Relief Services (CRS) is recruiting a Coordinator for the Global WASH Cluster Rapid Response Team. This is a roving position and highly visible with close relationships within CRS, the Global WASH Cluster, UNICEF and all agencies involved in emergency WASH interventions. The position is home based and is operated under a secondment arrangement with UNICEF. The position involves frequent deployment to the field to support the efforts of the WASH cluster at country level in an emergency response. JOB RESPONSIBILITIES: Approximately 60% of the time will be spent on emergency deployment. The length of deployment will generally be limited to 2 months, with possible extension to 3 months in exceptional circumstances. The WASH Cluster Coordinator I will be deployed on request of the country office within 72 hours, after acceptance of the offer and based on a joint UNICEF / Catholic Relief Services decision. During the deployment, the WASH Cluster Coordinator I will work under the direction of the National Head of Office of the Lead Agency or any Official s/he will have assigned. The WASH Cluster Coordinator will support the WASH sector/cluster response for which additional surge capacity is required, at national or sub-national levels, by establishing or consolidating the cluster / sector coordination mechanisms / functions as appropriate and as referred in the IASC Reference Module for Cluster Coordination at Country Level. Key responsibilities • On arrival, alert the National Head of Office of the Lead Agency on short duration of the deployment and review with them the needs and the plans (if required) to ensure the continuity of the coordination function. Inform the UNICEF Global WASH Cluster Coordinator / Deputy Coordinators on the provisional plan made by the Lead Agency; • Support service delivery by ensuring that cluster/sector coordination arrangements are in place, and by providing a platform or supporting existing cluster/sector coordination platforms to ensure that service delivery is driven by strategic priorities agreed by WASH Cluster/Sector partners. In particular, wherever possible, establish or promote links with / reinforce the capacity of national / local authorities; • Develop mechanisms to ensure strategic decision-making for the humanitarian response. In particular, ensure a regular implementation of needs assessment and response gap analysis to prioritize interventions in the sector. Identify and analyse gaps, obstacles, duplications, and cross-cutting issues in the WASH Cluster/Sector and encourage partners to address them; • Support planning and strategy development for the WASH Cluster/Sector by developing strategic operational frameworks, sectoral response plans, which cater to and incorporate all cross-cutting issues and contain clear objectives, targets and indicators. Ensure that strategic operational frameworks and sectoral response plans directly support the realization of the HC/HCT strategic priorities and, wherever appropriate, compliment / reinforce national norms / policies / approaches; • Actively support inter-cluster coordination mechanisms and ensure the inclusion of priorities of key other clusters in the WASH Cluster / Sector response plan and vice versa; • Where appropriate, establish / consolidate sub-national clusters, outlining their key functions and the parameters within which it will operate; • Ensure that WASH Cluster/Sector Partners adhere to a set of minimum commitments for participation and have a common basis of understanding of what organizations commit to bring to clusters at the country level through their participation; • Ensure that WASH Cluster/Sector Partners adhere to existing humanitarian principles and standards / guidelines for the sector such a as the Sphere standards; • Clarify funding requirements and prioritization for the WASH Cluster /Sector and coordinate funding appeals such as Flash Appeal, CAP, CERF, Emergency Response Fund/Common Humanitarian Fund; • Identify advocacy concerns for the WASH Cluster/Sector and undertake advocacy activities on behalf of cluster participants and the affected population; • Monitor and report on the implementation of the cluster strategy and results, recommending corrective action where necessary; • In situations where there is a high risk of recurring or significant new disaster and where sufficient capacity exists within the cluster/sector, formulate contingency planning / preparedness / capacity building in close coordination with other sectors; • Where relevant, liaise closely with the other RRT members, RATs and RECAs and UNICEF Regional Emergency WASH Specialists to ensure a complementary and standardized approach. Share learning in order to enhance the effectiveness of the emergency deployments; • Maintain records, ensure and maintain documentation of all collective decisions and recommendations, provide cluster based update to the cluster lead agency as required • Write comprehensive handover notes or fully brief successor. Global WASH Cluster / CRS (40% of time assignment) During non-mission periods, RRT members will be home based and when not on field assignment work closely on WASH cluster priority issues with Geneva based GWC and Nairobi based CRS WASH Advisor. The home based work time will be equally divided between specific tasks allocated from the global WASH cluster and assisting in building CRS’s internal capacity for emergency WASH response. The remainder of the 40% of the postholder’s time will be divided between supporting capacity building activities to be jointly defined by the GWC and CRS, and in supporting the capacity building strategy for national and international staff. The WASH Cluster Coordinator will undertake tasks associated with the global WASH cluster strategy (2011-2013) as assigned by the Global WASH Coordinator. This will include: o Providing technical support to on-going responses and preparedness activities for National WASH Cluster/Sector; o Contributing to the review, refinement and promotion of procedures, tools and approaches adopted by the WASH Cluster Partners o Participation in the training and on-going technical support of WASH Cluster staff in humanitarian WASH; o Building capacity of WASH Cluster partners, through trainings, webex sessions, seminars, participation in simulations, etc… o Collaborating with the other RRT members, RATs, RECAs and UNICEF to ensure a complementary and standardized approach. Share learning in order to enhance the effectiveness of the emergency deployments; o • Any other specific roles and tasks allocated by the Global WASH Cluster Coordinator or Deputy Coordinator, which will seek to match the person’s interests and skills with project requirements. It is of utmost priority that candidates understand, respect and act in the spirit of the mandate and core humanitarian values. • The candidate must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organisations, NGOs, recipient governments and host populations. • Minimum of 5 years of experience experience within international development in hygiene, water and sanitation or associated disciplines. • Candidates must be able to interact with sensitivity and display respect for diversity and gender in multi-cultural environments. • A capacity for working under pressure is essential, as work is often in difficult and demanding conditions, where the focus frequently shifts due to changes in priority. • The candidate is expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems. • Candidates should be able to demonstrate experience in all of the following: o Well-developed understanding of the challenges and opportunities for community participation in emergency response. o Natural and complex political emergencies in diverse cultural and climatic settings o Program design, management, monitoring and evaluation, including SPHERE standards, donor relations, security and protection considerations o Liaise with a broad range of stakeholders, including international donors, UN agencies and INGOs, national authorities, national/local partner agencies and emergency affected communities o Excellent training, coaching and mentoring skills • High level of writing and communication skills Candidates should be able to demonstrate key capabilities in all of the following: o Networking; o Self awareness; o Interpersonal and negotiation skills; o Resilience, stress tolerance and ability to cope with change; o Data analysis for planning and monitoring; o Proactive problem solving; o Strong organisational skills and capacity to self-manage. Education: Master degree or relevant combination of qualifications and experience, in hygiene, water and sanitation or associated disciplines. Languages: Fluent English and strong proficiency in a second relevant language (i.e. French, Spanish, Arabic, Russian, Portuguese). Other requirements : Candidates must be physically capable and medically fit to work and travel and will be required to undergo a pre-employment medical examination by a licensed physician before being contracted.
