Head, Office of Risk Management

JOB PURPOSE
Provide strategic and technical leadership in all areas of Risk Management   to safeguard ADB’s AAA credit ratings. Lead the development, planning, implementation and supervision of the department’s vision, goals, strategies and work plan to ensure sound management of credit, market, counterparty, liquidity, and operational risks in ADB’s operations. Provide advice to senior Management on various ADB-wide issues such as strategic and policy matters, and capital adequacy. Oversee the quality of work, ensure the achievement of departmental objectives and continuously keep the Board and Senior Management informed of emerging risk issues and portfolio developments. Lead internal coordination of the department’s work program and inter-departmental responsibilities for ADB-wide decision-making processes.  Manage a range of long term issues of strategic importance and with long term implications for the direction and performance of ADB. Effectively manage the human and budgetary resources for the Department and ensure the technical competency, professionalism and high ethical standards for all Risk Management staff members.

EDUCATION REQUIREMENTS
Master's Degree or equivalent, in business administration, finance, economics, or related fields.  University degree in business administration, finance, economics, or related fields, combined with specialized experience in related organization may be considered in lieu of a Master’s Degree.

RELEVANT EXPERIENCE
Work experience
  • At least 15 years relevant professional experience in commercial banks/international financial institutions or multilateral development banks ideally on project finance and capital markets, including several years’ experience in a credit decision making capacity at a senior level and with substantial levels of authority; risk management familiarity in the economies of ADB’s developing member countries will be an advantage
  • International experience working in several countries
Technical Knowledge
  • Proven skills and working experience in financial credit analysis of businesses in major industrial sectors with particular emphasis on project lending in developing countries and analysis based on cash flow modeling
  • In-depth knowledge of commercial bank operating procedures and system, with particular emphasis on risk assessment and monitoring systems, risk mitigation techniques, financial syndication and structuring products, pricing methodologies and legal documentation as well as collection and negotiation of distressed loans and impaired equity
  • Experience in handling other types of financial risks, such as counterparty credit risks, market and operational risks facing banks/financial institutions
  • Good understanding of operational strategies/policies, processes and programs of multilateral development organizations; preferably with practical experience in processing of loan and technical assistance projects involving co-financing or public-private partnerships
  • Ability to communicate effectively and credibly with a wide range of stakeholders, particularly with Management, Board members, and external counterparts from other multilateral and bilateral aid agencies, commercial banks, export credit agencies, other private financial institutions, credit rating agencies, government officials, etc.
  • Proven ability to set the right priorities under tight deadlines with multiple and complex demands
  • Proven track record to deliver results, based on: vision, strategic and analytical thinking, innovative approaches, sound judgment and teamwork
People and Leadership Skills
  • Able to manage and motivate staff performance and career development in a diverse workforce, as well as establish a constructive work environment to maximize staff engagement and optimize staff potential
  • Directly deal with situations of staff non-performance or breaches of ADB Code of Conduct
  • Able to develop and drive change management strategies to obtain buy-in from staff and guide the Department towards the desired direction
  • Be a role model of ADB’s core values to the Department as well as ADB-wide
  • Act as a mentor to staff, providing guidance and advice
  • Act as a coach to develop capabilities/potential of  staff
  • Excellent oral and written communication skills in English
