PRESENTATION OF HANDICAP INTERNATIONAL
Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.
Through its Emergency Response Division (DAU), created in 2006 after the merge with Atlas Logistique, the organization is committed to: - Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; - Provide assistance to most vulnerable groups (refugees, IDPs, persons with injuries, people with disabilities, older people, children, etc.) affected by a crisis and maximize the number of beneficiaries. The specific needs of these people are particularly targeted in terms of assessment and coverage;- Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
Directly linked to the Emergency Response Division of Handicap International France, the expatriate will be mandated for the following mission:
JOB CONTEXT
Handicap International has been present in Pakistan since 2005, in response to the Cashmere’s earthquake. Since then, the organization has maintained a continuous presence in the country, through development programs (community-based rehabilitation, disaster risk reduction) as well humanitarian aid to the population victims of the conflict and / or natural disasters. In 2009, Handicap International started responding to the needs of IDPs and refugees in KPK province, and, in 2010, to the needs of the flood affected populations in both KPK and Sindh provinces. These emergencies, as well as the new floods that hit again Sindh province in 2011, led to a considerable increase in the volume of Handicap International’s activities ranging from response to basic and specific needs of vulnerable persons through a disability and vulnerability approach, WASH, shelter, disaster risk reduction and advocacy on inclusion.
One year ago, Handicap International scaled down its activities and is now focusing on the following axis : - 1 WASH project in Sindh – transition project post floods (on-going 2012-2013) - 1 WASH project in KPK - response to needs of population affected by the conflict chronic crisis (on-going 2013-2014) - 1 Inclusive Disaster Risk Management project in KPK (2013-2014) - Advocacy and technical support to local and international stakeholders at national and provincial levels through the Ageing and Disability Task Force (ADTF) (continuous)
CHAIN OF COMMAND
Base: Islamabad (with frequent field visits to KPK and Sindh provinces)

MAIN RESPONSABILITIES OF THE EXPATRIATE
  1. Develop programmatic strategies for Handicap International that respond to the specific needs of vulnerable people realizing an initial assessment and designing a project proposal in a District of KPK
  2. Contribute to the country level strategy by strengthening the role of Handicap International in advocating for effective inclusion practices in humanitarian response (especially within the ADTF).
  3. Ensure internal reporting of all relevant activities, with a specific mandate to capture learning from ongoing and previous activities in the country and to ensure that practical experiences are capitalized upon.
MAIN TASKS OF THE EXPATRIATE
  1. Develop programmatic strategies for Handicap International that respond to the specific needs of vulnerable people and more specifically realize an initial assessment in a District of KPK and design a project proposal (ECHO format)
 Collect and analyze information about the humanitarian situation in the country, especially regarding the situation of vulnerable people in KPK (including IDP families, host families, refugees, and returnees towards FATA), their copying mechanisms, the assistance they eventually receive from other humanitarian actors or any other stakeholders. This will be done through field visits, meeting with relevant stakeholders, and active participation to clusters and other relevant meetings
 Identify and analyze eventual gaps in terms of “specific need” coverage, focusing particularly on access to services by vulnerable people and their inclusion within humanitarian responses.
 Review all Pakistan-specific strategic documents that have been produced by Handicap international over the last years. i. Assess the extent to which these documents have been incorporated to the framework of national institutions. ii. Compile and analyze data previously collected through DVFP and CFIS programs implemented by HI since 2010 iii. Review the last reports on ongoing activities and recently closed projects to be up to date with achievements
 Identify context-relevant intervention strategies and methodologies to address vulnerabilities and specific needs.
 With the above write a proposal for donors (using ECHO template), including the log-frame with SMART indicators, the action plan, the team organizational chart and a detailed operational budget.
  1. Contribute to the country level strategy by strengthening the role of Handicap International in advocating for effective inclusion practices in humanitarian response.
 Increase the visibility and representation of Handicap International with regards to its core mandate to cater for the specific needs of the most vulnerable people.
 Under supervision and in close coordination of the HoM, explain and promote HI’s strategic choices to donors, at national and provincial levels.
 Participate in Cluster Coordination meetings (especially Protection and WASH, but not exclusively), at Islamabad and KPK levels, in order to i. Increase coordination of HI with other stakeholders ii. Inform about HI’s specific technical capacities and know-how iii. Collect information about existing or planned activities for which HI could have a relevant input
More particularly: o Be very active in existing collective platforms, such as PHF (Pakistan Humanitarian Forum) and ADTF (Aging and Disability Task Force). o Make HI contribute to collective initiatives to ensure or strengthen inclusion practices i.e IVAP process (Vulnerability Profiling) o Establish/Reinforce the links with other operational NGOs to seek for potential consortium or complementary activities on same areas (Help’Age, ACF…) o Punctual support to IDRR Project Manager upon HoM’s request

 Centralize tools and methodologies used by projects focused on catering for specific needs  Ensure institutional memory by sharing and compiling all lessons learned and relevant documents  Conduct a reflexive workshop on lessons learned  Conduct a debrief at HQ about the mission  Produce an end of mission or handover report
The above list is neither exhaustive nor limitative. The expatriate may be requested by his line manager to conduct other tasks relevant to his / her assigned responsibilities
REQUIRED PROFILE
Education: - Master degree in Humanitarian Action / Development studies or social fields (psychosocial, sociology, protection, anthropology…) - English mandatory (oral and written)
Experience: - Minimum of two years experience on project management with INGOs, preferably in emergency context - Previous experience on projects related to specific needs response (protection and inclusion areas) - Previous experience on a DVFP project of HI/DAU is highly appreciated - Previous experience in Pakistan is a (considerable plus)
Skills: - Ability to work under high pressure and without constant supervision - Ability to work in unsecure environment - Excellent reactivity and flexibility in all circumstances - High capacity to organize his/her work, and manage priorities - Strong interpersonal and intercultural skills - Skills in IT
