OBJECTIVES OF THE PROGRAMME : The Global Polio Eradication Initiative (GPEI) is a public-private partnership led by national governments and spearheaded by the World Health Organization (WHO), Rotary International, the US Centers for Disease Control and Prevention (CDC), and the United Nations Children's Fund (UNICEF). Its goal is to eradicate polio worldwide. The Polio Eradication and Endgame Strategic Plan 2013-2018 is a comprehensive, long-term strategy that addresses what is needed to deliver a polio-free world by 2018. Polio remains endemic in three countries - Afghanistan, Nigeria and Pakistan. Until poliovirus transmission is interrupted in these countries, all countries remain at risk of importation of polio, especially in the 'poliovirus importation belt' of countries from west Africa to the Horn of Africa. WHO is soliciting interest for possible donor relations and resource mobilization employment opportunities to be stationed either in endemic countries or deployable at short notice in case of an outbreak.
Description of duties: Normally under the supervision of the Polio team lead in the WHO country office, and in close collaboration with GPEI implementing partners at country level, general types of responsibilities include: -Supporting the Polio team lead in country in the development and maintenance of donor relations. -Collaborating with GPEI partners and national governments to develop a communications and engagement strategy specifically for donors for the work of GPEI at country level. -Mapping donor presence at country level and ensuring maintenance of donor databases including contact details and relationships to date. -Identifying potential funding sources for the work of the GPEI at country level and developing engagement strategies to approach these donors. -Preparing funding proposals and reports, working closely with the finance teams to ensure accurate budgeting and financial reporting. -Tracking funding proposals against funding gaps, providing regular updates of financial resource requirements and income. -Negotiating donor agreements with donor representatives, ensuring that agreements are in line with WHO rules and policy and that all necessary financial clearances are received. -Working closely with counterparts at regional and HQ level to ensure consistent GPEI messaging. -Organizing donor briefings as required. -Participating in donor coordination mechanisms at country level as required. -Advising GPEI programme staff on donor policies and requirements.
REQUIRED QUALIFICATIONS
Education: A Masters level degree in international relations, communications, marketing, public health, public administration, business or other related area.
Skills:  Excellent written and oral communications, organizational and negotiation skills. Experience in negotiating funding at country level. Diplomacy and tact. Ability to innovate. Knowledge of public health and international relations required. High degree of professionalism. Ability to work effectively with colleagues at national and international levels, and work under tight deadlines in difficult working conditions. Good knowledge of using PowerPoint and Excel software programmes.
Experience: Normally five years' resource mobilization experience is required of which at least three should be working in an international environment with NGOs, international organizations, international financing institutions and/or government agencies, preferably at country level. Experience in emergency response and or complex political environments. Experience working in the field of public health.
Languages: Excellent knowledge of English required, working knowledge of Arabic or French an asset.
