DUTIES AND RESPONSIBILITIES
Under the overall managerial and administrative supervision of the Assistant Director General/Regional Representative, REU, the direct supervision of the Senior Agricultural Policy Officer (REU), and the functional guidance of the Director, Trade and Markets Division, EST, the incumbent will provide analytical information on trade and commodity policies, crop production forecasts and international market issues to member countries focusing on the Europe and Central Asian region. In particular, the incumbent will:
  • initiate, plan and undertake analytical studies using, where appropriate, advanced quantitative methods on agricultural commodity market and policy issues, particularly those important to Transition countries, including
(i) regional agricultural commodity production issues, including commodity projections,
(ii) agricultural trade policies, including multilateral trade negotiations, as well as
(iii) commodity policies, including grain policies and other emerging issues related to agricultural commodity markets and trade; prepare papers for discussion and publication both in FAO and non-FAO outlets; prepare documentation for presentation to member countries and to meetings of representatives of member nations; organize, service and follow-up on FAO intergovernmental meetings, working groups and workshops; participate in intergovernmental and other international meetings; develop and maintain close contacts with relevant senior officials of member governments, international agencies, research institutions, trade and industry representations and other bodies/units in FAO; perform other related duties as required.
MINIMUM REQUIREMENTS
Candidates should meet the following:
  • Advanced University Degree in Economics, Agricultural Economics or related field
  • Seven years of relevant experience in quantitative analysis of economic policy and trade issues (a PhD or equivalent degree in a related field will count for two years of relevant experience)
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two, or Russian, Arabic or Chinese.
SELECTION CRITERIA
Candidates will be assessed against the following:
  • Extent of relevant research and analytical experience in international economic, agricultural and trade policies with focus to Europe and Central Asia
  • Relevance and quality of publications record in refereed economics journals
  • Extent of experience in quantitative analytical techniques, econometrics and time series analysis
  • Extent of both written and oral communication skills on technical issues
  • Depth of knowledge of current and emerging issues in international agricultural commodity markets
  • Depth of understanding of issues affecting trade and markets in Europe and Central Asia
  • Relevance and level of academic qualifications
